Job Announcement

Works as part of the Utilities Design and Construction Division. Performs all aspects of construction management and administration for Stormwater Capital Construction Projects such as stream restoration, basin retrofits, BMP facilities, dredging, dam construction/repairs and other utility infrastructure projects. Serves as primary point of contact with the contractor, issues letters and other correspondence as required and maintains all project documentation. Evaluates pre-qualification requirements for prospective bidders, analyzes safety records, conducts meetings, prepares final bid documents and conducts bid openings. Reviews and approves contractor payments, analyzes proposed change orders for entitlement, prepares cost estimates, negotiates change orders, manages shop drawings submittals, issues field/change orders, ensures timely and appropriate responses to Response for Information (RFI), and Request for Proposal (RFP). Assures quality control and conformance with plans and specifications through field inspection. Conducts field meetings with stakeholders and contractor to resolve issues encountered during construction. Tracks project schedule for timely delivery. Coordinates all aspects of project close-out activities, punch list, bond release, final completion, and end of warranty closeout. The work also includes meeting with stakeholders to address constructability design reviews. Duties are performed under the general supervision of the Branch Chief and/or Senior Engineers of the Stormwater Construction Branch. The candidate must be highly motivated, possess the skills necessary to work in a fast-paced collaborative team environment, and be oriented toward providing outstanding customer service to user agencies and project stakeholders.   • Depending on the functional area of assignment:
  • Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
  • Knowledge of topographic and construction surveying;
  • Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
  • Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
  • Ability to plan and coordinate the work of team(s) and/or subordinates;
  • Ability to review construction documents, designs and proposals for costs, design
  • requirements and compatibility with county standards, guides and operational needs;
  • Ability to prepare reports, specifications, and contract documents;
  • Ability to meet and interact with the public;
  • Ability to prepare technical reports and to present findings in a clear and concise format;
  • Ability to perform accurate computations and prepare neat and accurate field notes;
  • Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driver's license check, and pre-employment physical to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
  1. At least four years of experience in construction management preferable Stormwater projects including Natural Channel Design, Stormwater basin retrofits, dredging projects, dam construction or repairs, and other horizontal projects.
  2. Experience working with construction plans, specifications, construction site quality control practices, general knowledge of construction practices and applicable codes, and owner/contractor payment processes.
  3. Experience in horizontal construction.
  4. At least two years of experience of local, federal, and state utilities and site development codes.

PHYSICAL REQUIREMENTS:
Ability to safely walk across uneven terrain in performing field investigations, measurements, and onsite meetings for Stormwater construction projects including stream restorations, Stormwater basins, dredging, Stormwater pipe installation, and similar. Must be able to physically negotiate rough terrain and typical construction sites. Ability to hear normally in order to recognize backup alarms of the construction equipment. Must be able to produce handwritten and typed documents. All duties performed with or without reasonable accommodations.
