Job Announcement

The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents and providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information. Manages all aspects of the large Fairfax MRC volunteer program within the Division of Emergency Preparedness and Response.

Under the general direction of the Division Director, oversees the development, implementation, evaluation, management, and daily activities of the Fairfax MRC program. Manages all aspects of volunteer recruitment, onboarding, retention, training, deployment, and recognition. Supervises staff, sets programmatic goals, and recommends, develops, and implements projects and initiatives. Develops culturally appropriate volunteer recruitment and promotional strategies and materials, with particular emphasis on ensuring the composition of the Fairfax MRC volunteer pool reflects the diversity of the Fairfax County community. Integrates volunteer recruitment, retention, training, and deployment principles and practices into all aspects of the department's emergency preparedness, response, recovery, and mitigation activities. Promotes and facilitates the use of MRC volunteers in department daily operations and emergency responses. Develops, maintains, and revises programmatic documents including the Volunteer Handbook and program standard operating procedures. Coordinates the use and deployment of Fairfax MRC volunteers during emergencies. Advocates for volunteerism and seeks new opportunities to expand volunteer participation in the Health Department. Ensures all local, state, and federal volunteer data reporting requirements and requests are met. Mediates volunteer interpersonal and/or human resources issues.

Builds and maintains positive and productive working relationships with partners at all levels of government, volunteer- and community-based organizations, community leaders, and Fairfax County residents. Coordinates with the Virginia Department of Health (VDH) to ensure robust communication and coordination between Commonwealth and Fairfax MRC programs and that the Fairfax MRC complies with all Commonwealth volunteer management policies, processes, and procedures. Proactively seeks opportunities for partnerships and collaboration related to volunteers locally and state- and nationwide.

Serves in leadership roles on the Health Department's Incident Management Team. Represents the Health Department on local, regional, and national volunteer workgroups, committees, and initiatives. Working with Division of Emergency Preparedness and Response program managers, integrates lessons learned, best practices, and volunteer feedback into planning, training, exercises, and operational strategies and tactics. Serves in an on-call capacity. Serves as a Health Department representative in the Emergency Operations Center and other emergency response facilities and activities.

Note: The hourly salary rate will not exceed the midpoint $44.49/hour.

This is an essential position. As an essential member of an emergency response organization, during an emergency activation, employee may be required to work irregular hours, work at a location other than the official duty station, support the department on a 24/7 basis and perform duties other than those specified in the employee's official position description. Required to work nights, weekends and be available for emergency activations.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields; plus four years of professional work experience in emergency management or public safety.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license
  • Cardiopulmonary Resuscitation - CPR (Required within 60 days)
  • AED (Required within 60 days)
  • Certificates of Incident Command Systems training - NIMS 100, 200, 300, 400, 700, and 800 within twelve (12) months from date of hire.

SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check, child protective services check, and a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:

  • Professional experience in public health emergency preparedness and response and emergency management.
  • Experience supervising staff.
  • Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a diverse range of audiences.
  • Experience managing an emergency response-related volunteer program, especially a MRC program at the local level.
  • Practical experience serving in Incident Command System (ICS) roles during real-world emergencies and experience working in an Emergency Operations Center.
  • Experience delivering oral presentations to diverse audiences in formal and informal settings.
  • Strong organizational skills that reflect an ability to manage multiple priorities and time-sensitive projects and deliverables with excellent attention to detail.
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Ability to drive a motor vehicle. Generally works in an office environment but is also required to perform job duties outside of a typical office setting (e.g. healthcare facilities, county facilities or community locations, warehouses, shelters) including outdoor settings in all-weather conditions and nighttime hours. All duties performed with or without reasonable accommodations.
