Job Announcement

The position serves as the Deputy Director of Operations, overseeing the Design, Engineering, and Construction (DEC) and Operations and Maintenance(O&M) Divisions. The incumbent, under direction, plans, organizes, coordinates, and directs the work of both operational divisions; supervises technical staff and subordinated supervisors in the planning and implementation of maintenance and repair, works under the direction of the Facilities Management Department Director. Develops internal operational processes and structures to ensure efficient operations are built upon the principles of open communication, employee involvement and empowerment of the total workforce, and fair and honest practices. Manages the performance of FMD’s operations to ensure goals and objectives are obtained and performance measures are tracked and compared against industry benchmarks. Operational responsibilities include a myriad of services and programs including preventive and corrective facilities maintenance, infrastructure upgrades, construction project management, utilities, energy conservation, sustainability efforts, and facility contracts oversight. Oversees the preparation of and reviews budget submissions, business plans, and supporting financial analysis that reflects the department’s stated objectives and represents the FMD’s Operations. Responsible for the day-to-day operations and Capital Improvement construction and budget development and monitoring.

Required Knowledge Skills and Abilities

Extensive knowledge of the principles and practices of public administration (including personnel, budgeting, accounting, and management analysis) and the ability to apply them in overseeing facility management issues County-wide;
Extensive knowledge of building maintenance and repair methods and requirements;
Ability to analyze data and draw sound conclusions;
Ability to develop and implement departmental goals and objectives;
Ability to effectively coordinate and implement departmental changes;
Ability to effectively manage, train, and motivate employees;
Ability to communicate clearly and concisely, orally and in writing;
Ability to develop and maintain effective working relationships with subordinates, co-workers, County officials, public and private sector organizations, customers, and the general public.

Employment Standards

EMPLOYMENT STANDARDS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Bachelor's degree in any discipline; plus six years of experience managing a facilities maintenance operation in the public or private sector, including at least three years of experience managing facilities operations in a government facility.

CERTIFICATES AND LICENSES REQUIRED:

Driver's License.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit report check, and driving records check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
Extensive working knowledge of Facilities management programs and activities.
Leadership and direction experience in building maintenance/building services planning/engineering/energy and maintenance and operations.
Ability to provide vision, direction, and subject matter expertise in the field of facilities management.
Six or more years of experience managing the preparation and administration of budgets.
Experience in development of strategic and operational plans.
Excellent communication skills, both orally and in writing.

PHYSICAL REQUIREMENTS:
Ability to physically visit facility sites where maintenance activities are in progress. Good dexterity and communication skills a must. Ability to review design/construction documents. All duties performed with or without reasonable accommodations
