Works as an Information Technology System Architects (ITSA) for the Revenue Services Branch team. We have an immediate need for a skilled ITSA to join our team. Supports the county's Revenue Services applications, custom off the shelf (COTS) solutions, and inhouse developed applications. Candidate must have an understanding of the business needs and challenges of tax applications such as emerging coding technologies, data analysis/warehousing, the ability to translate business needs into functional specifications, and provide technical mentoring and direction to junior programming staff. Additionally, must have management experience and a strong technical background.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Possession of a bachelor's degree in computer science or a related field; plus five years of experience in systems design, development, programming and maintenance, and/or project or program management experience or equivalent in a complex information systems environment and supervisory experience of internal staff and vendors/contractor staff, and /or experience in matrix management environment in a complex organization.

NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
Experienced in Federal, State or Local government with the ability to lead dynamically
business needs. Must demonstrate the ability to promote the business value of technology to stakeholders. Application design and development experience using Microsoft products, .net 4.5, C#, MVC, VS2015, 2014, VB.NET, ASP.NET, XML, ORACLE and SQL Server. Experience with COTS solution life cycle and vendor management. Project management experience in system analysis, design, and data modeling. Experience with large, complex integration implementations involving multiple organizations (user agencies, multiple vendors, and technical infrastructure team) for enterprise applications. Demonstrated written and verbal skills in producing design deliverables and presenting them to the development team and/or vendors. Interpersonal and communication skills are critical. Ability to work without immediate supervision.

PHYSICAL REQUIREMENTS:
Work is generally sedentary, performed in a normal office environment. All duties are performed with or without reasonable accommodation.
