Administers the county’s overall claims programs to include both self-insurance and insurance claims to include property and general liability, workers’ compensation, and professional liability programs. Directly supervise and provides team lead oversight and serves as technical resource to the claims staff. Conducts program analysis and assists with long-range planning for the claims operations to ensure compliance with Risk Management’s program goals and objectives. Oversees relationship and conducts audits of county’s workers’ compensation third-party administrator. Develops and implements appropriate claims policies and procedures, and prepares necessary management reports. Interacts with the County Attorney’s office, staff in other county agencies, and citizens to resolve complex claims issues. Performs other administrative tasks associated with the claims program.

NOTE: Salary offer will not exceed the mid-point of the salary range $101,695.36.

  • Serves as program manager for the county's claims and rehabilitation program;
  • Develops and implements Claims operating procedures and policies;
  • Develops and implements Best Practice procedures and guidelines;
  • Responds to internal/external customer needs and grievances;
  • Coordinates pre-event and post-event claim operation services;
  • Develops and administers procedures for reserving, budgetary reporting, recording and analyzing claims data and insurance data;
  • Develops and coordinates claims training programs;
  • Develops or modifies work plans, methods and procedures, develops work schedules to provide adequate staff coverage;
  • Participates on countywide task forces and/or other critical project teams in risk management and claims area;
  • Develops performance enhancements, documents performance, provides performance coaching and formally evaluates the work of staff;
  • Coordinates with high level County staff on a multitude of issues across multiple agencies;
  • Serves as technical expert in the interpretation of applicable codes, ordinances and related statutes;
  • Regularly convenes and facilitates meetings with claims management staff and county agencies;
  • Recommends appropriate action and ensures compliance with federal, state and county requirements.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from an accredited college or university with a bachelor's degree in risk management, claims management, insurance, financial management, business management, or related field; plus five years of professional experience in risk or claims management, two years of which must have been in a supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit check and a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
  • Completion or substantial progress towards earning the RIMS-CRMP certification or the CPCU, ARM, AIC and/or other risk management designation.
  • Experience with and detailed knowledge of the Virginia Worker’ Compensation and tort liability laws.
  • Experience with personal computers and computerized claims systems.
  • Experience in the handling of, or work in, a municipal self-insured claims environment.
  • Familiarity with legal and medical terminology. Ability to work independently. Excellent written and oral communications skills.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, performed in an office environment. Occasional duties are done outside of the office that will include walking with minimal bending and stooping. Employee may be required to lift up to 20 pounds. All duties performed with or without reasonable accommodations.
