Axle?is seeking a highly ambitious, adaptable, structured, and detail-oriented Computer Programmer to join our vibrant team at the National Institutes of Health (NIH) supporting the National Institute of Mental Health (NIMH) located in Bethesda, MD.? ? Overall Position Summary and Objectives Contractor will independently provide support services to satisfy the overall operational objectives of the National Institute of Mental Health (NIMH). Deliverables:Work products and documents related to maintaining and developing the Drupal CMS, including creating/modifying content types, Twig templates, and custom modules. - Ad-HocWork products and documents related to using progressive enhancement to add interactive functionality to NIMH websites; ensure and following responsive design patterns that support common mobile devices. - Ad-HocWork products and documents related to translating design mockups in PSD and similar formats into semantic HTML and CSS; optimize the design of user interface (UI) elements; extend CSS/JavaScript frameworks to implement UI elements; write modern, efficient, and modular JavaScript. - Ad-HocWork products and documents related to performing client-side development; server-side (PHP) development; integrate client-side components with server-side applications; monitor, test and optimize performance of NIMH websites. - Ad-HocWork products and documents related to attending meetings; collaborate with staff on Web development projects. - Ad-HocWork Details:Provides technical experience needed to assist in reviewing, updating, analyzing and modifying existing programming systems.Maintain and enhance the Drupal content management system CMS that hosts the main NIMH website 1Write PHP applications that support the NIMH website 2Implement and enhance continuous integration CI and Drupal testing frameworks 3Follow the principles of progressive enhancement to add interactive functionality to NIMH websites 4Maintain and enhance the current design of the main NIMH website 5Ensure responsive site design displays properly on common mobile devicesTranslate design mockups in PSD and similar formats into semantic HTML and CSSOptimize the design of user interface UI elementsExtend CSSJavaScript frameworks for example, the US Web Design System USWDS to implement UI elementsWrite modern, efficient, and modular JavaScriptPerform client-side development, CMS development and integrate client-side components with server-side applicationsMonitor, test, and optimize front-end performance of NIMH websitesAttend meetings; collaborate with staff on Web development projectsEncodes, tests, debugs and installs new programs using various programming languages.Develops and schedules data backups, security patches or upgrades, etc.Documents all assignments and creates various reports as needed.Writes and maintains program documentation.Documents programming problems and resolutions for future reference.Provides assistance with planning, building and maintaining applications to meet an end user's needs.Troubleshoots any issues or problems and implements appropriate corrective actions.Provides guidance and problem resolution for users.Evaluates impact of programming modifications.Refines data and formats final product.1, 2, 3, 4, 5 represents priority rankings, where 1 is highest priority and 5 is lowest priority of those ranked Minimum Education Bachelor's Additional Qualifications: Certifications & LicensesMinimum of eight (8) years of overall related experience.Field of StudyComputer Programming and Data ProcessingSoftwareMinimum of four (4) years of experience working with responsive designs, including proficiency with CSS media queries, mobile/touch design.Proficiency with JavaScript profiling tools (eg, Firebug), JavaScript analysis tools (eg, JSLint), and CSS preprocessors (eg, SASS/Compass).Proficiency with Git and Github. - Minimum of four (4) years of experience working with HTML, CSS, and JavaScript.
