*The University of Maryland, Baltimore (UMB), Office of Sponsored Projects Accounting and Compliance (SPAC)*is currently seeking a*Director of Grants and Contracts Billing, Reporting and Accounting*. Reporting directly to the Assistant Vice President, the Director oversees and executes strategic goals and objectives that align with overall School/University strategy. Broad authority to make managerial decisions within area of responsibility, informing leadership of significant financial, personnel, and strategic decisions. Decisions and quality of execution have significant impact on other functional areas. Searching for someone who has strong exposure and responsibility for sponsored award billing, reporting, auditing, and accounting. The Office of Sponsored Projects Accounting and Compliance (SPAC) serves as a resource and partner to departmental administrators and researchers in all aspects of post-award financial administration. The Office provides accounting and compliance support to the departments who are responsible for sponsored project execution and the day-to-day financial administration of the award. Exemptions for medical or religious reasons will be processed through Human Resources.* *Primary Duties:* * Provides strategic direction and leadership for the control of a University's SPAC Accounting operations and grant financial billing and reporting. * Ensures that all invoicing and reporting is produced timely for Federal, State and Local and Private Contract and Grant sponsored awards. * Leads Quality Assurance Team to provide appropriate analysis for closure of grants and contracts in the financial system. In addition, provide support of audits for these awards. * Work with Business applications to determine solutions for the accuracy of financial system design to support our current business practices. This will include collaboration on design, testing, and application of financial software. * Reviews, analyzes, and interprets all financial and budgetary reports to ensure timely and effective decision making by senior management. * Collaborates with upper-level administrators and other directors within the business unit and throughout the campus to ensure the delivery of high-quality service. * Partner with other leaders within Administration & Finance to administer approved accounting practices throughout the organization ensuring that financial and operating reports accurately reflect the condition of the business and provides reliable information necessary to control operations. * Partner with the Office of Research and Development and organizations within the schools to improve processes and relationships. * Design resource planning and management strategies to ensure continuous improvements of processes related to grants and contracts billing, reporting and user interaction. * Responsible for building, training, and leading a billing, reporting, and accounting team that will provide regular updates of the grants and contracts billing practices * Responsible to identify, communicate, and resolve issues relating to the impact on regular operations. * Work with University finance leaders to identify and communicate grants and contract billing and contract changes required. * Analyze metrics and associated quality assurance monitoring to evaluate ongoing SPAC projects and controls for current and future planning. * Direct the identification and development of areas for process improvements and quality assurance. * Direct internal accounting controls by ensuring compliance with university policies and procedures regarding internal, business, fiscal and operational accountability, and compliance. Identifies areas of improvement to support the compliance of sponsor projects. Ensures internal controls are in place, such as segregation of duties among staff. * Select, orient, and provide professional development to the staff. Ensure that the staff members possess current, expert knowledge of applicable federal regulations, laws, state statutes and University policies and procedures as they relate to the financial administration of sponsored projects. * Direct strategic SPAC path activities and objectives. * Reviews, analyzes, and interprets all financial and budgetary reports to ensure timely and effective decision making by senior management. * Performs other duties as assigned. *Education:*Bachelor's in Accounting, Finance, or Business Administration. *Experience:*Seven (7) years of financial or management accounting, budget, auditing, assessment of internal controls, research administration, or financial analysis including (2) years in direct sponsored projects accounting or post-award accounting or lifecycle research administration in higher education environment preferred. Prior experience working with the design and application of financial systems (ex. Quantum Financials) is preferred. *Supervisory Experience:*Four (4) years of direct management involved in recruitment, training, and professional development of staff. *Certification/Licensure:*Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), Clinical Research Associate (CRA), or Certified Internal Auditor (CIA) preferred. *Other:*N/A *Knowledge, Skills, Abilities:* Thorough knowledge of position requirements.
