This position is located within the Commission on Social Status of Black Men and Boys (CSSBMB}, Office of the Staff Director, U.S. Commission on Civil Rights (USCCR). The incumbent serves as the Director of the CSSBMB, and in coordination with the General Counsel of the USCCR and provides legal services, counsel, recommendations, reviews and opinions regarding all functions and activities of CSSBMB. Reviews proposed legislation, regulations, and policies on legal matters. Prepares written documents including memoranda, reports, advisory opinions, and implementation recommendations. The potential areas of legal service embrace all administrative and federal laws applicable to CSSBMB, including, but not limited to among other things, rulemakings and Administrative Procedures Act issues, including drafting Agency policies, appropriations/fiscal law, equal employment opportunity law, federal procurement, federal records management, Freedom of Information and Privacy Act matters, facilities and federal workplace matters, Federal ethics law, IT security.
Under the direction of the Staff Director, leads agency efforts in developing policy, strategy, and priorities necessary for effective and efficient fulfillment of statutory mission. Incumbent will build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, to achieve common goals.
Serves as the primary spokesperson for CSSBMB with stakeholders, including meeting with members of Congressional staff, and giving Congressional testimony.
Implements the annual budget as approved by the Staff Director by maintaining proper expenditures of funds for all agency programs, marshalling limited resources for the most productive use. Determines staffing requirements, maintains, and monitors staffing levels and serves as the agency's hiring authority with final authority being the Staff Director.

Supervises a group of employees performing work up to the GS-14 or equivalent level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.

Qualifications

Grade 15:
BASIC REQUIREMENTS
Applicant must possess a J.D. or LL.B. degree from a law school accredited by
the American Bar Association and be an active member in good standing of a
State, territory of the United States, District of Columbia, or Commonwealth of
Puerto Rico bar. In addition, applicant must have a minimum of five (5) years
general post-J.D. experience.
ADDITIONAL EXPERIENCE REQUIREMENTS
In addition to meeting the basic entry qualification requirements, applicants
must have had one (1) year of specialized experience equivalent to at least GS14 in the Federal service.
Specialized experience is diversified legal experience dealing with highly
complex issues, particularly in civil rights, constitutional law, and
administrative law including legal analysis of unprecedented issues and
providing legal counsel and advice, preferably in a small to medium size federal
agency. Applicants must also have the ability to interpret and apply statutes,
administrative regulations, and other relevant authority and to advise
management on legal implications of proposed actions.
