Duties

The MPS Divisions support both disciplinary and interdisciplinary activities and partner with each other and with other NSF Directorates in order to effectively encourage basic research across the scientific disciplines. More about NSF .

The Directorate Administrative Coordinator serves as an advisor to the Deputy Assistant Director and Directorate Operations Officer and works closely with MPS management on technical and sensitive matters relating to managerial, administrative, and business activities. Specific duties include:

Administrative Planning, Evaluation & Coordination
  • Evaluates and advises on MPS administrative policies, methods and procedures to ensure they are meeting the needs, goals and objectives of the scientific programs
  • Ensures MPS policies and procedures are available to all staff and align with new agency policies, requirements and programs
  • Facilitates the development of new and/or improved business management practices and supports implementation strategies
  • Prepares presentations, makes recommendations and identifies and proposes solutions to business operations issues
  • Ensures Directorate-level business operations issues are addressed and resolved in a timely and inclusive manner

Business Process Evaluation & Improvement
  • Ensures the administrative, operations and program support work is meeting the needs, goals and objectives of the scientific programs
  • Evaluates and advises on MPS administrative methods and procedures, facilitates the development of new and/or improved business management practices
  • Analyzes new requirements and programs for impact on the Directorate, develops and oversees implementation strategies
  • Prepares presentations, makes recommendations and identifies and proposes solutions to management issues

Budget & Human Capital
  • Represents the Directorate on business-related committees (e.g. new systems, human resources) and leverages best practices shared by business organizations (BFA, OIRM) and other Directorates
  • Coordinates Directorate-level budgetary monitoring and analysis, oversees the MPS Agency Operations and Award Management (AO/AM) budget
  • Facilitates the development and implementation of robust HR tools and processes (e.g. organizational charts, annual performance management activities, training coordination, full-time equivalent (FTE)/Intergovernmental Personnel Act (IPA) allocation monitoring)

Workforce Planning & Employee Engagement
  • Directs and/or conducts Directorate workload and workforce analyses to meet future Directorate demands
  • Analyzes annual Federal Employee Viewpoint Survey (FEVS) results and facilitates employee engagement action planning across MPS
  • Facilitates analysis and sharing of promising practices that could improve employee engagement and performance (e.g. work-life balance, inclusive work environment, employee recognition)
  • Evaluates and advises MPS administrative staff on career development and training

Supervision
  • Supervises the performance of administrative staff within the Office of the Assistant Director

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the Federal Service. Specialized experience is characterized by a thorough knowledge of and demonstrated expertise in quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. This experience must have provided you with the ability to plan, organize, and coordinate the work for yourself and others; to use creativity and ingenuity in developing, analyzing, and proposing solutions to management problems and training activities; and demonstrate your capacity to communicate orally and in writing through complex reports, policy guidance and presentations to diverse groups.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
