Duties

As the Enterprise Engineering Division (EED) Chief for the Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO) Information Technology Operations (ITO) Directorate, you will report directly to the Principal Deputy Executive Director and oversee the strategy, development, and maintenance of the Department's enterprise cybersecurity architecture and engineering. You will manage related programs, budgets, contracts, staff, and subordinate managers in ongoing network modernization and tools integration. Employees in this role have expertise in either Cybersecurity Architecture and/or Cybersecurity Engineering. You will apply your expertise to:
  • Lead the Department's security architecture strategy to address vulnerabilities and maintain and improve data availability, confidentiality, and integrity.
  • Assist the Executive ITO Director, Principal Deputy Executive Director, and other DHS senior leaders with decision-making and actions related to the design and implementation of enterprise cybersecurity.
  • Provide system security consultation, engineering, and architecture to Department system owners and developers, and maintain security process coordination within the Department's lifecycle management and governance processes.
  • Collaborate with internal and external DHS stakeholders to budget for, architect, design, implement, maintain, and operate information system security controls and countermeasures, including designing and developing new cybersecurity tools/technologies.
  • Develop and maintain the technical security configuration baselines that are minimally acceptable for use across the Department.
  • Research and evaluate available technologies and standards to meet customer requirements and employ security capabilities in cloud environments.

Generally, a DHS Cybersecurity Service employee whose primary technical capability is Cybersecurity Architecture can:
  • Develop system concepts and work on the capabilities phases of the systems development lifecycle
  • Translate technology and environmental conditions (e.g., laws, regulations, policies, and technical standards) into system and security designs and processes
  • Provide recommendations for investment standards and policies that drive how controls will be applied across the organization
Generally, a DHS Cybersecurity Service employee whose primary technical capability is Cybersecurity Engineering can:
  • Conduct software, hardware, and systems engineering to develop new and refine/enhance existing technical capabilities, ensuring full integration with security objectives, principles and processes
  • Build practical solutions in full consideration of lifecycle of costs, acquisitions, program and projects, management and budget
  • Identify engineering requirements for and ensure interoperability of internal and external systems
  • Demonstrate strategic risk understanding, considering impact of security breaches or vulnerabilities in every aspect of the engineering process
  • Stay current on emerging technologies, and their applications to current and emerging business processes (e.g., cloud, mobile), to identify and recommend methods for incorporating promising technologies to meet organizational cybersecurity requirements.

Conditions of Employment

  • You must be a U.S. Citizen or national.
  • You must be 18 years of age.
  • Must be registered for the Selective Service (if you are a male).
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • Must be able to submit to a drug test and receive a negative result.
  • Must be able to comply with ethics and standards of conduct requirements, including completing any applicable financial disclosure.
  • May be required to serve a 3 year probationary period.


Qualifications

This position is in the Leadership Track at the Senior Cybersecurity Manager level. At this level, individuals generally:
  • Have 12+ years of relevant work experience.
  • Have 5+ years of leadership experience.
  • Are capable of serving as a seasoned cybersecurity manager who oversees multiple DHS or federal cybersecurity programs or DHS organizations, including employees and contract resources, through subordinate managers.

Desired Qualifications: DHS is especially interested in applicants for this position who have experience with Certified Cloud Security Professional (CCSP), Certified Information Systems Security Professional (CISSP), Certified Information Systems Security Professional (CISSP), Certified Secure Software Lifecycle Professional (CSSLP), Information Systems Security Architecture Professional (ISSAP), Information Systems Security Engineering Professional (ISSEP), Intrusion Detection Systems (IDS), Cloud architectures, Security Information and Event Management (SIEM), Zero Trust Architecture, Endpoint Detection and Response (EDR), and Privilege Access Management (PAM)

Education
