Duties
CBO's Labor, Income Security, and Long-Term Analysis Division is seeking one or more labor economists for each of its two units to conduct research and analysis on topics of interest to the Congress. Analysts in the Labor, Education, and Income Security Unit conduct research and analysis on topics such as labor markets, income, poverty, cash and in-kind assistance programs, education and training, and immigration. Ongoing work includes an examination of trends in family wealth and an analysis of the effects of work requirements and work supports in means-tested programs on employment and income. Recently completed work includes an evaluation of the effects of changing the minimum wage on employment, family income, and the federal budget and an assessment of federal aid for postsecondary students. Analysts in the Long-Term Analysis Unit are responsible for the agency's population projections; the agency's projections of federal spending in the long term; and the development and maintenance of a microsimulation model that underlies the long-term projections of Social Security spending and revenues and the analysis of proposed policy changes to the Social Security program. In addition, the unit leads work on the agency's recurring reports that examine the budget outlook over the long term. The successful candidate will contribute to the full range of a unit's responsibilities. Staff members are encouraged to actively participate in the policy research that is related to CBO's mission by presenting papers at conferences, circulating preliminary research through CBO's working paper series, and publishing in professional journals.

Qualifications
You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.
TECHNICAL QUALIFICATIONS:
Applicants must have a Ph.D. in economics or a related field, or a masters degree in economics or a related field with a minimum of five years of relevant work experience. Applicants with a Bachelor degree and at least 15 years of experience who have highly specialized skills that are relevant to the functioning of the division may be considered. The position also requires the following: Strong quantitative skills, including experience with large data sets; Excellent oral and written communication skills, especially the ability to clearly explain analytic results to other CBO staff, Congressional staff, and Members of Congress; A demonstrated ability to initiate and complete research projects both independently and collaboratively; Facility with handling multiple projects simultaneously, often under tight deadlines; and A desire to contribute directly to the analysis of federal policy in a nonpartisan setting.
