Minimum Qualifications

Education
  • Bachelor's Degree in Accounting, Business Administration, or a related field
    • In lieu of Bachelor's degree, a High school diploma or GED and four (4) years' experience in accounting, maintenance of payroll records and application of collective bargaining agreements

Experience
  • Eight (8) years of experience in accounting, maintenance of payroll records and application of collective bargaining agreements.
  • Supervisory experience in the management of a large payroll system using the Authority's current (HR/PR PeopleSoft) system.

Job Summary

The Manager, Payroll is a senior level position responsible for managing a professional and clerical staff in processing, maintaining, analyzing and reporting payroll information. The incumbent is responsible for directing and coordinating all payroll activities; establishing strong internal controls; and enhancing the payroll processes and systems.

Essential Functions
  • Manages and directs the payroll payment process, time and leave control systems, and filing and payment of all payroll tax obligations.
  • Manages and directs the effort to coordinate, prepare and publish internal/external reports and replies to requests for payroll information received from Washington Metropolitan Area Transit Authority (WMATA) staff, WMATA management, the Board of Directors (BOD), jurisdictional staff, unions representing WMATA employees, taxing jurisdictions, local court systems and other outside agencies.
  • Monitors, establishes and maintains standards and procedures for providing payroll data for mandatory Federal Transportation Authority (FTA) Accounting and Reporting System for reporting to the Secretary of Transportation, other federal, state and jurisdictional governmental agencies and industry. Provides necessary data for the timely filing of such reports and audit certification from Authority independent auditors.
  • Ensures adequate internal controls are in place to provide reasonable assurances of accurate and timely payroll payments and related records and prudent payroll management practices.
  • Supervises subordinate staff to include recommending application selection, disciplinary action, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and time sheets, and ensuring appropriate training is provided.
  • Responsible for managing activities and responses to audit issues for the Payroll Branch, both internal and external.
  • Recommends and reviews established goals for the payroll branch as well as provide input to general office goals and objectives.
  • Coordinates the development and implementation of the Continuity of Operations Plan for Office of Accounting (ACCT).
