Metro seeks a Capital Program Manager to assist with the management of risk, the maintaining of sufficient control, and the optimization of the use of over $3 billion dollars in multiple Federal, state, and local sources that fund Metro's annual capital program and provides financial assistance for the operating budget. Metro particularly aims to ensure adequate processes are in place to identify, mitigate, and measure risk while ensuring corresponding controls are effective yet flexible.

The position is in the Office of Capital Financial Management (OCFM), part of the Strategy, Planning and Program Management (SPPM) organization. SPPM builds and oversees Metro's prioritized capital program, ensuring it advances agency priorities and invests federal, jurisdictional and dedicated funding wisely, and is the lead organization responsible for business transformation, planning, sustainability, capital programming, capital budgeting and funds and grants management for both the capital and operating budgets, and capital reporting.

The incumbent will work in conjunction with a Senior Manager on a team to manage all aspects of the risk, controls and optimization associated with processes to effectively manage over $3 billion made up of multiple funding sources. Additionally, the position and the team will support a Director in identifying and carrying out strategic initiatives and special projects of interest to Metro, SPPM and OCFM. The incumbent is expected to assist as a liaison to auditors, reviewers, and major contributors from within Metro, external to Metro, and from the US Government who affect and influence Metro's funding program.

Alternative work scheduling and telecommuting of up to 2 to 3 days a week are available for responsible employees in good standing. When not telecommuting, the position will report to Metro's Jackson Graham Building at 600 5th Street, NW, Washington, DC 20001 with a move planned to the Metro Virginia Office Building at 2395 Mill Rd, Alexandria, VA 22314 in mid 2023. Alternative work scheduling and telecommuting are planned to be available for responsible employees in good standing after the move. Both building locations are located close to Metro stations.

Minimum Qualifications

Education
  • Bachelor's degree in business, engineering, public administration, management or related discipline
    • In lieu of a bachelor's degree, a High school diploma or GED and a minimum of four (4) years of supervisory experience in financial or program management, budgeting, engineering or public administration, transportation and/or transit management, project management or a related field

Experience
  • A minimum of eight (8) years of supervisory level program or project management, budgeting or public administration, transportation and/or transit management, project management experience

Job Summary

The Capital Program Manager is responsible for managing the planning, programming, budgeting, project controls, scheduling, coordination, and oversight of a broad range of projects and programs in the Authority's capital program consistent with organizational goals and planning objectives. The Capital Program Manager further exercises discretion and independent judgment in meeting goals and objectives.

Essential Functions
  • Ensures optimal integration of projects into the capital plan to achieve the agency's goals utilizing available funding and other resources. Performs long-range planning, leads project and program implementation efforts through project, program and policy development.
  • Develops budgets, schedules and forecasts in conjunction with office directors, project managers, planners and others that accurately represent logical, rational processes and outcomes. Monitors, reviews and analyzes progress and the achievement of milestones and stated goals.
  • Plans, directs, and coordinates activities for evaluating and monitoring the progress and status of the Capital Improvement Program (CIP) and other capital programs and projects. Develops reports and reporting procedures that provide for the acquisition and analysis of relevant data, presented in a manner and medium that result in timely, clear, accurate information of high utility. These analyses and reporting processes must include quality control mechanisms that strongly enhance the reliability and accuracy of the information presented.
  • Plans and directs the preparation of status reports for the CIP and other capital programs, in coordination with appropriate departments. Including accrual analyses, fiscal adjustments, yearly fiscal operating and capital budgets, staffing levels, and organizational configurations, and assess impacts and results.
  • Assists the Director in establishing departmental performance goals, measures, management objectives and reports and provides professional support and guidance to office staff.
  • Responsible for advising senior management of the status of all CIP and capital projects, including progress, scheduling and financial status; identifying problem areas as well as recommending solutions to resolve the problems, including the review and initiation of requests for capital reprogramming actions.
