Position Information
The Department of Environmental Services is seeking an experienced Design Engineer Team Supervisor to work in the Office of Sustainability and Environmental Management as a member of the Stormwater Infrastructure Team. The Stormwater Infrastructure Teamwork is focused on the storm water drainage infrastructure in Arlington County and provides concept, preliminary and final designs for capital improvement projects, capital maintenance projects, and private development projects. The Team plans the County storm drainage network including ongoing updates and mapping of the storm sewer system; maintains, utilizes and creates hydraulic/hydrologic models of the storm sewer sheds; and reviews plans to ensure compliance with the County's Stormwater Master Plan and regulatory requirements specified in the County's MS4 stormwater permit.

Specific duties include:

  • Supervising a team of Engineers including assigning and managing workloads, evaluating performance, and developing staff;
  • Participating in project scoping meetings and preparing conceptual design plans;
  • Developing designs using Autodesk Civil3D modeling software to create and analyze construction plans for storm drainage systems and components;
  • Preparing Hydraulic and Hydrologic analysis of storm drainage system;
  • Investigating drainage complaints;
  • Managing maintenance plans and schedules;
  • Designing, managing and implementing both stormwater infrastructure and water quality projects and budgets;
  • Coordinating with County, State, and Federal regulatory agencies to obtain stormwater and land use permits;
  • Preparing construction cost estimates, building documents, construction contracts, and managing procurement for the bidding process of projects.;
  • Providing technical support and responding to Requests for Information during construction;
  • Supervising the work progress of outside consultants who provide design services on selected projects;
  • Working with designers, engineering plan reviewers, and inspectors to resolve issues and ensuring effective long-term performance and maintenance of infrastructure; and
  • Organizing public meetings, individual meetings with homeowners, community groups, business owners, environmentalists, and elected officials on matters related to specific projects; and
  • Providing professional engineer seal and signature on drawings and specifications prepared by Engineering Drafters, Engineering Technicians or other Engineers.

  • Strong leadership qualities; and
  • experience supervising a team of Engineers.

Selection Criteria
Minimum: Bachelor's degree in Engineering plus three years of progressively responsible experience in civil engineering design or engineering project management including at least two years related to specialty program area (s).

Licenses/Certifications: Registration as a Professional Engineer in the Commonwealth of Virginia;

Desirable: Preference may be given to candidates with experience in one or more of the following:

  • Experience preparing construction drawings and contract documents for public works-type projects; and/or
  • Experience preparing and presentations to stakeholders, including citizens group and government officials,
