Position Information
This is a developmental assignment opportunity for County employees only. The length of this developmental assignment is expected to be approximately six (6) months. Actual salary will be determined by applicable pay rules.

The Customer Service Center (CSC) of the Economic Independence Division, has a six-month developmental opportunity to join the Customer Service Center as an Eligibility Worker/Customer Service Consultant. In this role you will enhance your skills in public assistance and employment policy, conduct in-depth social and financial assessments with potential clients to assess their eligibility for DHS programs and services as well as programs offered within the community. You will apply knowledge of a wide variety of financial programs; the integration of services throughout the Department of Human Services; program policies; and the documentation requirements which govern the program. There is substantial client contact both on the phone and in person and frequent contact with outside sources to confirm and verify client information.

Specific duties include:

  • Conducting social and financial evaluations to determine public assistance, housing, employment, and community program eligibility, and making referrals for behavioral and physical health needs;
  • Educating and explaining the programs, procedures, and documentation requirements of complex State and Federal policies including clients' rights and responsibilities;
  • Evaluating, screening and assigning all new Public Assistance applications received and processing per policy and operating procedures;
  • Performing database research to obtain a history of services and benefits for clients;
  • Approving applications for clients to receive benefits; and
  • Providing support to the Customer Service Call Center and front desk.
The ideal candidate will possess strong communication skills and is energized by new and challenging projects.

Selection Criteria
Minimum: Bachelor's degree in one of the social sciences or a related field plus some experience in eligibility determination for financial assistance, medical assistance, food stamps or other closely related public assistance programs.

Substitution: Additional directly related experience with Public Assistance benefits and software (VaCMS, SPIDeR, MMIS), Employment programs or other closely related work may substitute for the education requirements on a year for year basis. A Master's degree in a directly related field may substitute for up to one year of experience.

Desirables: Preference may be given to candidates with one or more of the following:

  • Experience providing direct customer services (intakes/screenings, information and referral, etc.);
  • Bilingual English/Spanish;
  • Responding to a high volume of calls in a call center environment; and/or
  • Working with TANF, Medicaid, and/or SNAP programs.

Special Requirements
A pre-hire background check will be required and may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

A state of Virginia Central Registry check will be performed.

The applicant must possess or obtain by the time of appointment; a valid driver license, or the applicant must use alternative methods of transportation to perform duties at locations other than the primary worksite. If the applicant possesses or acquires a license, they must authorize Arlington County to obtain, or must provide a copy of the official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

To be eligible for this Developmental Assignment:

  • You must have attained permanent status in your position in the Arlington County competitive service;
  • The overall rating of your most recent performance evaluation must be at least "meets performance expectations" or the equivalent; and
  • You must have been in your permanent position for at least twelve months prior to applying for another developmental assignment.

Note: Satisfactory completion of a developmental assignment does not automatically qualify you to meet the minimum qualifications for the position as stated on the classification position description.
