Duties

The incumbent works on cases or legal issues of extreme complexity. These are characterized by one or more of the following: (1) extremely complex difficult issues requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests; (2) matters that can have an important impact on a major industry whose economic position affects major private and public interests.

Incumbent may act as the primary legal counsel to a significant operating program, in an adversarial proceeding where legal questions posed are of an extremely complex nature. The incumbent will normally review and approve work of lower grade attorneys. Conducts research or investigation of the facts as well as the laws, regulations, and legal precedents. On the basis of the research or investigation, prepares necessary legal documents, advisory opinion, drafts or comments on proposed changes in regulations or other disposition. Research or investigation may involve any of the following: a) analyzing the factual and legal issues presented to determine what further facts are needed and what legal sources are applicable; b) reviewing policies, procedures, regulations, technical manuals, and other agency publications; c) conducting research of legal opinions, policies, regulations, legal texts, and precedent cases bearing on the legal issues involved in the problem, proposal, or case; or d) preparing memoranda or reports outlining the facts and legal issues, analyzing the factual and legal issues involved, explaining the application of legal principles and precedents, and justifying recommendations or conclusions.

Reviews proposed changes in regulations, legislation or proposed legislation, questions of law, administrative policy, staff reports, and other Commission relevant documents and develops independent, objective comments, critiques and recommendations. Presents the positions of the Division to other divisions and offices, and where appropriate to the Commission.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.

A. Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

B. Specialized Experience

GS-11-No specialized experience required according to FCC internal Attorney Advisor recruitment procedures; only educational qualification requirements are required to be met.

GS-12

Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service. For this position, specialized experience includes the following:

1) Experience providing authoritative advice on the policy, statutes and rules applicable to media providers and services.
2) Experience drafting or assisting with drafting rule making proposals and orders, adjudicatory orders, public notices, and memoranda.
3) Experience analyzing rules and other proposals of a legal nature and commenting and providing input on the impact of those proposals.
4) Experience reviewing administrative records and prepares opinions and orders in adjudicatory cases for senior level attorneys.

GS-13

Applicants must have a minimum of two years of professional law experience, one year of which is required to demonstrate the following specialized experience requirements. Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following:

1) Experience providing authoritative advice on the policy, statutes and rules applicable to media providers and services.
2) Experience drafting or assisting with drafting rule making proposals and orders, adjudicatory orders, public notices, and memoranda.
3) Experience analyzing rules and other proposals of a legal nature and commenting and providing input on the impact of those proposals.
4) Experience reviewing administrative records and prepares opinions and orders in adjudicatory cases for senior level attorneys.
5) Experience providing policy and legal recommendations to senior management.

GS-14

Applicants must have a minimum of three years of professional law experience, one year of which is required to demonstrate the following specialized experience requirements. Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following:

1) Experience acting as the primary legal counsel to a significant operating program, in an adversarial proceeding where legal questions posed are of an extremely complex nature.
2) Experience reviewing and approving work of lower graded attorneys.
3) Experience reviewing proposed changes in regulations, legislation or proposed legislation, questions of law, administrative policy, staff reports and develops independent, objective comments, critiques and recommendations.
4) Experience representing an organization on major matters and issues pertaining to project assignments and represents the organization at conferences, seminars, workshops, committees, meetings, and before the public.
5) Experience conducting research or investigation of the facts as well as the laws, regulations, and legal precedents.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
