Duties

  • Exercises managerial responsibility for all administrative and technical aspects of the NTSB Human Capital Management and Training Office.
  • Provides leadership in directing human capital policies, procedures, and guidelines and assuring that the NTSB is well structured to support its mission
  • Develops effective measures to recruit, hire, develop, and retain employees with strategic competencies for mission critical occupations.
  • Provides strategic direction and formulates strategy for talent management and executive development programs that are consistent with the agency's strategic goals and objectives.
  • Oversees agency workforce and succession planning, to include job analysis and competency modeling that identifies and proactively addresses the skills and incentives needed to attract a highly specialized workforce.
  • Assesses the agency's annual performance plans in order to develop specific strategies to address gaps or targeted reductions and/or increases related to human resources planning.
  • Provides vision and leadership to develop the agency's human capital strategic plan, goals, and objectives to accomplish the NTSB mission and bridge the gap between present and future organizational requirements.
  • Plans, directs, coordinates, and evaluates the agency's human capital programs, ensuring that there is an explicit and well-communicated link between human resources strategies and plans and the agency's strategic mission and program objectives.

  • Veterans preference is not applicable to the Senior Executive Service
  • This is a career reserved position in the Senior Executive Service (SES).


Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs).This recruitment follows the traditional method.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Applicants who have not been certified by the Office of Personnel Management as a member of the Senior Executive Service must submit a written narrative response to the following ECQs. Your narrative must address each ECQ separately. Each ECQ narrative should not exceed 2 pages. Your accomplishments should be written in clear and concise manner. Failure to address these specific qualification requirements in a separate narrative statement will eliminate you from consideration. Applicants are encouraged to follow the Challenge, Context, Action and Results model outlined by OPM. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)

2. Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)

3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): You must also provide a separate narrative statement to address each of the following technical qualifications. The technical qualification narrative must not to exceed 2 pages, and must completely describe your experience in support of each of the following qualifications. Failure to address these specific qualification requirements in a separate narrative statement will eliminate you from consideration.
  • Mastery of human capital management principles for a complex, multi-layered organization which covers the full spectrum of designing, developing, and implementing the operational programs and policies, covering recruitment, classification, labor/employee relations, performance management, work-life programs, benefits, etc.
  • Demonstrated experience developing and implementing programs to measure and improve the effectiveness of human resource programs for a federal organization with complex, varied mission requirements, with particular emphasis on high-performing human resources operations, recruitment, succession planning, and training.
  • Demonstrated expert leadership in developing human capital management strategies for a federal organization, ensuring the strategies are appropriately aligned to the mission and strategic plan of the organization.
  • Experience in creating and managing the implementation of workforce planning goals linked to the agency/organizational strategic plan.
  • Mastery setting the workforce development strategy of an agency and working with budgets to meet complex agency strategies.

If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you must disclose that to the Human Resources Office.

    Amended Salary: NTSB structures its SES positions into tiers to determine the minimum pay for each position. This is a Tier 1 position. The minimum pay for this position is $135,468 and the maximum is $203,700. Pay is set based on consideration of the selectee's current salary and other factors.

    The National Transportation Safety Board (NTSB) offers a comprehensive benefits package that includes, in part, paid vacation, sick leave, holidays, life insurance, health benefits, and participation in the Federal Employees Retirement System. A variety of work life amenities are offered such as alternate work schedules, telework, flextime, fitness benefits and transit benefits.

    Moving expenses associated with permanent change of station (PCS) are not authorized for this position.

    If you left Federal Employment and received a buy out and you are selected for this position, you may be required to repay the full amount of the payment.

    Telework is available based on agency policy. You may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager.

    This position is not eligible for remote telework. The duty location is Washington, DC.
