Duties

This is a unique opportunity to be part of a new, first of its kind, cross-Department coordination center, working collaboratively throughout DHS to advance this critical mission set.

Research, study and analyze human trafficking and forced labor criminal networks to develop trends and patterns in specific geographical areas.

Coordinate with other intelligence members within HSI and other agencies within DHS to obtain location-specific data, share information of value, and fill information gaps.

Develop/Produce/Write all source analytic assessments of criminal networks to identify vulnerabilities and weaknesses.

Analyze and contextualize large volumes of information related to human trafficking to advise CCHT, ICE, and DHS leadership of its accuracy, reliability, and credibility.

Provide accurate, thorough, timely, and usable intelligence analysis while demonstrating use of sound analytical tradecraft, proper data sets, and methodologies.

Develop usable leads and fuse information about criminal networks, associates, key attributes, transportation nodes, and illicit pathways from a variety of sources.

Assess and summarize case information to provide output and feedback to internal and external stakeholders as directed in support of operational planning and priorities.

Develop innovative concepts and approaches to human trafficking data analysis to derive new insights for CCHT leadership.

Other duties as assigned.

Requirements

Conditions of Employment

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Ability to gather information, compile data, and prepare reports using Microsoft Office.
  • Ability to work independently and as part of a team.
  • Ability to devise and implement creative solutions.
  • Ability to represent the Office in intra- and inter-agency meetings, with the public, grantees, and other partners.
  • Ability to communicate effectively in writing and orally.
  • Ability to write SOPs and instructions.
  • Working knowledge of DHS and other public databases.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
