This is a unique opportunity to be part of a new, first of its kind, cross-Department coordination center, working collaboratively throughout DHS to advance this critical mission set.

Under the direction of the CCHT's Strategic Communications Advisor, write, copy-edit, and finalize high-visibility briefings, PowerPoints, quarterly newsletters, informational documents, and other general and technical materials, such as strategic plans and metrics reporting, internal and external communication products, internal handbooks and SOPs, backgrounders, brochures, and pamphlets.

Assist CCHT personnel in writing and editing internal and external communications products.

Ensure that CCHT's strategic goals, objectives, mission, vision, and values are communicated to internal and external audiences through its information products.

Apply principles, practices, methods, and techniques of English composition to restructure, revise, and rewrite material for better understanding by the target audience.


Conditions of Employment

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

Qualifications required:
  • Ability to work independently and as part of a team.
  • Ability to communicate effectively in writing and orally.
  • Ability to write Standard Operating Procedures (SOPs) and instructions.
  • Expert knowledge of grammar, writing, editing, and advanced techniques to compose and edit written products that articulate, interpret, and explain highly complex, potentially controversial, and important policies, programs, and positions.
  • Thorough knowledge in the style requirements of the media and related publications to ensure that all written materials, including correspondence, internal memoranda, all reports, Congressional response, and taskings are clear, concise, and accurate.
  • Skilled in concepts, practices, standards, and technologies for the media used sufficient to interpret and explain a variety of subjects and to write or edit materials tailored to specific media and audiences.
  • Knowledge of related information previously released by the Department. Skilled in finding previously released materials in process to avoid contradictions and unnecessary repetition.
  • Demonstrated ability in analyzing readily available sources of information on appropriate subjects, including library resources and subject-matter experts, to clearly present information at the appropriate audience level for promoting a though understanding of the subject matter.
  • Skilled in the use of a wide range of various systems applications, software programs, and technical programs, including Microsoft Word and PowerPoint, to produce finished products in various formats.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
