Dewberry has an excellent opportunity for an experienced Resilience Solutions Technology & Digital Solutions Program Manager in our expanding coastal resilience practice in Fairfax, VA.

Dewberry's Resilience Solutions group applies engineering, GIS, data analytics, and planning disciplines to help our clients understand their natural hazard risks and to make informed decisions to reduce risk and increase resilience. The Resilience Solutions Technology & Digital Solutions Program Manager lead s Resilience Solutions cloud/software engineering teams and architecting our next generation technology-as-a-service (TAAS) business initiatives. In this role, the person oversees systems administration and planning activities for Resilience Solutions' tools and cloud applications. These activities include the development of automation and modeling tools, data management strategy, quality control and best practices implementation for software development and building a culture of excellence around software and data engineering. The Technology & Digital Solutions Program Manager works closely with the Technical Practice Branch Manager and Resilience Solutions Discipline Lead, as well as working across Dewberry Enterprise's Business Units to grow capacity in client-owned web applications development and TAAS practice areas. It is critical that the Technology & Digital Solutions Program Manager have a proven track record of leadership, technical innovation, strong understanding of emerging technologies, client management, and domain expertise in risk assessment and geospatial science.

Responsibilities

The successful candidate must have evidence of strong advancement in management and leadership responsibilities and clearly demonstrated expertise and success in identifying, conceptualizing, developing and deploying technology and digital solutions in support of resilience, water resources, hazard mitigation, or related fields. Supporting the entire Resilience Solutions project portfolio, work responsibilities include:
  • Managing, leading, executing, and/or providing technical support for software engineering activities including maintenance of existing cloud infrastructure and applications.
  • Proactively seeking out performance improvement by identifying and capturing opportunities for automation, quality enhancements and other efficiency enhancements in Resilience Solutions' project delivery tools and processes.
  • Overseeing and implementing the development of best practices for software development, data engineering, dev-ops, and systems integration leading to a culture of excellence in technology and digital solutions.
  • Enhancing client understanding and interest in TAAS for resilience, water resources, and hazard mitigation projects within the federal, state and local, and commercial markets.
  • Engaging at the Enterprise level to develop knowledge, standards, and acceptance of advanced, domain-driven technology solutions leading to the expansion of services to new and existing clients.
  • Working with Client Managers and Project Managers to identify opportunities to incorporate technical solutions in new proposals and existing programs and projects.
  • Providing hands on expert level assistance to developers and users for technical issues.
  • Defining, communicating, and enforcing design/coding standards.
  • Leading the development of Resilience Solutions' annual IT budget request and interface with IT in its implementation.
  • Serving as Resilience Solutions' primary liaison with Dewberry IT.

Qualifications:
  • MS. Degree in Civil or Environmental Engineering (or related Engineering field), with emphasis in software engineering and computational methods.
  • Passion to architect, design, build and sustain state of the art technology solutions for business-critical initiatives.
  • 5-10 years of experience in building complex, highly scalable and low latency applications in the domains of water resources, disaster risk mitigation, climate resilience, flood management, infrastructure resilience, and other geoscience applications.
  • Demonstrated expertise in geospatial data structures, algorithms, applications, and software solutions.
  • Track record for developing cloud native technologies including microservices, CICD, version control, and agile processes.
  • Experience with developing new technology solutions and pursuits for Federal, state, and local clients.
  • Proven record of delivering projects within a matrix organization successfully, profitably, and to clients' satisfaction.
  • Publish and present architecture and solutions to enterprise leadership and technology teams.
  • Demonstrated ability to thrive in a flexible and fast-paced environment, including the ability to think big in a rapidly evolving technology space. Ability to successfully handle ambiguity.


Must have a valid driver's license, good driving record and ability to pass a driving record background check.
