Position Information
Join the Arlington County Human Resources Department (HRD) as a Senior HR Analyst in Staffing and Selection! We are searching for an experienced, detail-oriented individual desiring to further their professional experience in progressive local government, providing subject matter expertise in personnel assessment & selection, data analytics, and process management.

Primary duties include:

  • Writing oral panel interview questions, work simulations, situational judgment tests, and assessment center exercises using accepted methods based upon construct, content or criterion related validation strategies;
  • Ensuring selection process development and documentation comply with legal requirements and professional standards with emphasis on inclusion, avoiding bias and/or rating errors;
  • Providing recommendations to others related to test development and/or test administration decisions to ensure test integrity, validity, reliability, and legal defensibility;
  • Conducting validation studies including job analyses to identify key competencies required for positions and ensuring valid selection processes;
  • Working with various committees, including public safety, to develop valid promotional examinations;
  • Performing data validation, cleansing, transformation, and advanced analytics, and building custom processes from various data sources using web application programming interface (APIs);
  • Gathering, documenting, and interpreting internal performance metrics, providing executive summaries, and appropriate context around statistical analyses;
  • Collaborating with internal stakeholders and departmental leadership to support the data insight needs of multiple departmental units; providing and maintaining performance metrics to support semi-frequent ad hoc requests and annual budget-related requests;
  • Creating and editing job announcements to ensure compliance with internal stylistic standards as well as job classification and compensation guidelines;
  • Managing recruitments utilizing applicant tracking system including development of announcements and screening applicants in a fair and unbiased manner; and
  • Responding to inquiries from applicants, hiring managers, subject matter experts during all phases of the recruitment and selection life cycle.
The successful applicant will have experience creating exam plans to measure core competencies; leading subject matter experts in test development and validation efforts and evaluating adverse impact. The successful applicant will be an analytical, detail-oriented problem solver; possessing strong oral and written communication skills, facilitation skills, the ability to gather, analyze and present information, analyze data to determine scores, perform job analyses, and determine process/organizational effectiveness. Additionally, this individual will have the ability to build relationships throughout the County to collaborate with others about various strategic initiatives, assessments, recruitments, sourcing, and/or outreach efforts.

Selection Criteria
Minimum:

  • A combination of education and experience equivalent to a Bachelor's degree in Industrial/Organizational Psychology, Human Resources Management, Public Administration or a related field.
  • Professional level experience in selection and recruitment for a variety of occupations.
Substitution: Additional experience and/or education may substitute for the minimum requirements on a year-for-year basis.

Desirables: Preference may be given to candidates with any of the following:

  • Advanced degree in Industrial and Organizational Psychology or a related field;
  • Experience managing and executing assessment center processes and administrations;
  • Experience identifying, suggesting and/or executing innovative solutions to organizational challenges in recruitment and selection;
  • Experience researching, analyzing, and developing solutions to complex issues, procedural and/or operational problems;
  • Experience working with a public safety agency and/or developing selection processes for public safety occupations; or
  • Possession of a human resources certification or license such as PHR, SPHR, SHRM-CP SHRM-SCP or CCP.
