Duties

Financial Management and Assurance (FMA) Team's mission is to help transform the federal government's financial operations to meet the challenges of the 21st century, including those related to financial management infrastructure, accountability for assets and operations, and the reliability of financial information. Our focus in this area is on actions needed to ensure that timely, accurate, and useful financial information is available for making decisions, monitoring day-to-day performance, and maintaining accountability and stewardship. In response to legislative requirements, we annually audit the U.S. government's consolidated financial statements and conduct other financial audits.

Financial Auditors hired under this announcement will work during their first two years in the Professional Development Program (PDP). In the first 2 years with GAO, your PDP experience includes a combination of on-the-job and classroom training, regular feedback and coaching, and exposure to different audits and management styles. Audit assignments are based on a combination of GAO's needs and your background and interests. As a PDP, you will be placed in various assignments that ensure your exposure to different issues and managers during your first 2 years.

Typical entry-level duties include:
  • Work with your supervisor in the planning, prioritizing, and/or balancing own work assignments, identifying feasible work management approaches that address required activities and timelines.
  • Assist the audit team with developing, identifying, contributing to, and/or using techniques, tools, and processes that are methodologically sound and targeted to job requirements.
  • Assist collecting relevant information that is aligned with objectives/planning decisions and meet needs.
  • Assist conducting analyses that yield quality information aligned with needs; identifying relevant information, patterns/inconsistencies, relationships, interdependencies, and potential implication.
  • Preparing quality written work that meets relevant writing and evidence standards, and that is appropriately targeted to the audience and purpose.
  • Communicating relevant and accurate information during formal or informal presentations, meetings, or interviews.
  • Partnering or collaborating with others to address issues or solve problems; following up with others to ensure needs are met.
  • Contributing to team efforts through participation in activities/meetings, soliciting and listening to others' opinions, and working collaboratively to accomplish team goals.

  • Qualifications

    BASIC REQUIREMENTS:

    A. Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this announcement. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."

    OR

    B. Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or

    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    Foreign Education - If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.     IN ADDITION TO THE BASIC REQUIREMENTS, APPLICANTS MUST MEET ONE OF THE FOLLOWING:

    EXPERIENCE: Applicants must have one year of specialized experience at the next lower level, or equivalent to the GS-5 grade level in the Federal service. Specialized experience is defined as experience which gives you the knowledge, skills and abilities needed to successfully perform the duties of the position. For this position, specialized experience is one year of experience at the GS-5 level or equivalent in:

    • analyzing and evaluating financial management and/or internal control processes to make logical inferences and/or draw accurate conclusions; this is accomplished through knowledge of and application of accounting and auditing concepts, practices and techniques;
    • preparing written documents that effectively communicate information, some of which is complex, in a complete, organized, and grammatically correct manner;
    • learning new and complex material quickly to understand issues and to obtain relevant and sufficient information;
    • setting priorities on multiple tasks in order to meet deadlines; and
    • collaborating effectively in a team setting, respecting diverse backgrounds and viewpoints, to achieve timely completion of a project.

    EDUCATION:
    Applicants may qualify with a bachelor's degree with superior academic achievement or with one year of graduate-level education. Education must be in a directly related field such as Accounting, Auditing, Business administration, Finance or Public administration.

    Superior academic achievement (SAA) recognizes individuals who have achieved superior academic standing. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

    Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

    Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or .3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

    NOTE: Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
