The City of Alexandria is located in Northern Virginia and is bordered by the District of Columbia (Potomac River), Arlington, and Fairfax counties. An Overview

The City of Alexandria’s Finance Department is looking for two (2) experienced, diligent, and collaborative Revenue Analysts III to join our team. As a member of the Revenue Division’s Discovery and Collections Team, the Revenue Analyst III independently performs complex tax collections and enforcement tasks. The Discovery and Collections Team identifies all eligible tax liabilities in the City (“Discovery”) and ensures that all delinquent taxpayers pay the taxes they owe the City (“Collections”). The City is in the process of transitioning our personal property tax (car tax) enforcement method from physical car decals to a modern, computerized License Plate Reader (LPR) system. The Revenue Analyst III will be critical to success of this transition, performing both discovery and enforcement out in the field and research and analysis in the office. The Revenue Analyst III performs their work under the general supervision of the Discovery and Collections Manager. A significant aspect of this work involves use of the City’s personal property tax system and new License Plate Reader (LPR) system.

What You Should Bring

The ideal candidate is a problem-solving professional with strong de-escalation communication skills who can independently manage a high volume of data and multitask effectively. Additional skills and abilities include:
  • Knowledge of Virginia State law and City ordinances concerning local taxes, including tax relief and enforcement programs;
  • Knowledge of discovery and collections operations;
  • Knowledge of an accounts receivable system in a large organization;
  • Skill in conducting substantive research;
  • Skill in customer service and client relations;
  • Ability to analyze and audit financial tax records; and
  • Ability to communicate effectively, both orally and in writing.

The Opportunity - Examples of Work
  • Facilitates collection of delinquent Real Estate, Business, and Vehicle Personal Property tax accounts through combination of mail, email, phone, and in-person communications;
  • Operates a City-owned vehicle equipped with License Plate Reader (LPR) technology to canvas City neighborhoods and community-authorized private parking garages/lots to locate vehicles owned by non-compliant taxpayers;
  • Applies levy stickers to, removes license plates from, and/or issues boot and seizure orders to the Police Department’s Parking Enforcement Division for vehicles owned by individuals with substantial tax delinquencies owed to the City, based on guidelines established by Director of Finance;
  • Executes and administers all distress/distraint collection actions on delinquent tax and general fee accounts, as defined by the Virginia Code, including bank, wage, court and rent liens, Set Off Debt and DMV registration hold programs, publication of high balance tax accounts, and collection agency referrals;
  • Evaluates and determines eligibility of delinquent taxpayers for official payment plan agreements, and monitors to ensure compliance with terms;
  • Researches tax records, State and local laws/ordinances, administrative procedures, and public records, including Court documents, to resolve taxpayer inquiries related to delinquent accounts;
  • Maintains monthly collection performance by tax types and prepares summary report for Discovery and Collections Manager;
  • Provides guidance to taxpayers who have failed to fulfill their obligations, including in-person interviews;
  • Performs related work as required.

About the Department

The City of Alexandria's Finance Department is a fast-paced, diverse, and customer service focused operation that is responsible for the assessment, collection, and enforcement of all City taxes, the management of cash flow and investments, accounting for and reporting the City’s financial position, processing payroll, executing a fair and competitive procurement environment, assessing all real and personal property in the City, managing the City’s risk and safety programs, and managing the City’s pension plans. The Finance Department has seven divisions and in fiscal year 2022 is operating with a total budget of $13.6 million and 107.25 FTE positions.

Minimum & Additional Requirements

Two-Year College Degree with coursework in math, accounting, law, business, and English; at least three years’ experience as a Revenue Analyst II with extensive experience in the collection of taxes or bills as well as providing direct service to the public; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Customer service experience; knowledge of local tax administration in the Commonwealth of Virginia; experience performing financial analysis; experience administering collections actions in the field.

Notes

This position is part of the City of Alexandria’s tax collections enforcement team. As a member of this team, individuals must be willing to work early-morning hours on a recurring basis as part of a rotation.

This position requires the successful completion of pre-employment background checks including but not limited to a criminal background check. The selection process for this position may include a phone or virtual interview, in-person interview, and/or written examination.

The starting salary range for this position is $49,837.32 to $66,758.12 (midpoint of grade), based on qualifications and experience.
