Position Information
As part of the County's efforts to accelerate project timelines for its Capital Improvement Plan, the Department of Environmental Services (DES) is seeking a Construction Management Specialist to work within their Transportation Engineering and Operations (TE&O) Bureau.

This Construction Management Specialist will primarily provide traffic element support to the County's Signals and Streetlights program to by managing transportation construction projects to include traffic signal, streetlight, and other roadway safety improvement projects. These traffic element construction projects vary in complexity, budget and scope.

Specific duties include:

  • Planning and scheduling the implementation of transportation projects, to ensure the project meets established goals and deadlines;
  • Conducting project management tasks including, but not limited to, the preparation of project cost estimates, review of proposals and quotes, procurement of materials, running preconstruction and progress meetings;
  • Managing construction through constructability reviews, change management, coordination with utilities/stakeholders/subcontractors;
  • Maintaining and reviewing comprehensive project records including daily logs, materials notebooks, as-built plans, pay quantity records, progress schedules, work orders and monthly estimates;
  • Administering task orders through procurement of services, payment of invoices, project final inspection and permit closeout;
  • Coordinating and inspecting all contracted construction work to ensure compliance with specifications;
  • Ensuring that work is performed in a safe manner in accordance with federal, state, and County safety policies and procedures; and
  • Providing project schedule updates and feedback to stakeholders and management on potential risks and project status.

Selection Criteria
  • High school diploma, GED or technical school; and
  • Three years of traffic operations, management, or construction related experience in at least one of the following areas:
    • administering or inspecting construction contracts;
    • enforcing compliance with ordinances, codes, plans or specifications; or
    • maintaining records, files, or field books on construction projects.
Substitution : Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. A bachelor's degree in civil engineering, construction management, or a related field can substitute for up to one year of the experience requirement.

Desirable: Preference may be given to candidates with experience or certifications in one or more of the following:
  • Administering or inspecting horizontal construction contracts;
  • Preparing project scope, request for proposals, and cost estimates;
  • Training in the interpretation of signing and marking, MOT, signal design, streetlighting, and roadway construction plans; or
  • VDOT Work Zone Safety and IMSA Inspector certified.

Special Requirements
This position will require travel around Arlington County for various meetings and field inspections. Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence, or be willing to use alternative means of transportation.

The position requires field work in an environment that includes exposure to varying conditions such as severe weather, noise, odors, dust, and dirt etc.
