Management Analyst II - Administration Division
The City of Alexandria is located in northern Virginia and is bordered by the District of Columbia (Potomac River), Arlington, and Fairfax counties. An Overview
The City of Alexandria’s Finance Department is looking for a motivated, responsible, detail-oriented Management Analyst II to join our team. Serving in the Department’s Administration Division, the Management Analyst II is responsible for supporting its project and human resource management activities, such as recruiting, hiring, and onboarding new employees, purchasing software and services, and serving as a trusted partner and resource provider to the Department’s seven divisions. A significant portion of this work involves the efficient and effective management of communication and details both within the Finance Department and with other departments.

About the Department
The City of Alexandria's Finance Department is a fast-paced, diverse, and customer service focused operation that is responsible for: the assessment, collection, and enforcement of all City taxes, the management of cash flow and investments, accounting for and reporting the City’s financial position, processing payroll, executing a fair and competitive procurement environment, assessing all real and personal property in the City, managing the City’s risk and safety programs, and managing the City’s pension plans. The Finance Department has seven divisions and in fiscal year 2022 is operating with a total budget of $13.6 million and 107.25 FTE positions.
The goal of the Finance Department is to treat all employees, residents, and business owners professionally, with fairness and compassion.
Minimum & Additional Requirements
To qualify for this position, all candidates must possess a bachelor’s degree with significant course work in business administration, public administration, human resource management, or finance, or an equivalent combination of experience and training in positions involving financial analysis, public administration, or human resource management.
Preferred Qualifications
A minimum of three years’ experience in human resource or fiscal management, ideally in a local or state government setting.

Expected starting salary range is $52,326.04 to $70,092.62 (midpoint of grade).

- Skill with complex software systems such as enterprise resource planning systems and web-based project management tools.
- Ability to work independently, managing continuous recruitment, onboarding, and other human resource management processes without prompting.
- Excellent organizational skills and attention to detail.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with co-workers and other departments.
- Experience with program and process improvement to increase efficiency and effectiveness.
- Excellent Microsoft Office skills (Word, Excel, PowerPoint).
The Opportunity - Examples of Work
- Manages the recruitment and onboarding of new departmental employees.
- Coordinates processes and workflows related to personnel actions and maintains employee files.
- Ensures departmental employees have access to appropriate training resources and verifies compliance with required training.
- Creates and submits requisitions and purchase orders in accordance with the City’s Purchasing Manual, processes invoices
- Analyzes revenues and expenditures in relation to the annual budget.
- Serves as an information hub for departmental staff regarding Citywide initiatives, policies, and processes.
- Performs related work as required.
