Duties

As Practice Leader and Senior Director, the incumbent serves as the leader of MCC's programs, policies, and practices for the energy sector. The incumbent reports to the Managing Director of the Infrastructure, Environment, and Private Sector Division and provides leadership, strategic guidance, and oversight of the execution of MCC's Energy sector portfolio. As Senior Director you will:
  • Provide quality control over the development of projects including supervising a team of technical experts to complete analysis of energy sector systems, policies, markets, and institutions; review of project notes and concept papers; assessment of detailed project proposals; as well as project design, conditions precedent, and financing modalities for proposed compact activities.
  • Supervise and develop staff resources to ensure MCC provides sufficient oversight, assistance and support to compact projects or activities. Work with staff to recruit, deploy and manage consultants to provide expert advice, due diligence, and oversight of specialized aspects of energy sector project development and implementation.
  • Exercise technical and administrative supervision of subordinates ensuring a continuing affirmative application of MCC policies concerning equal opportunity.
  • Direct the implementation and closure of projects including technical input and no-objection on key project documents, contractor deliverables, management of independent engineer and other consultancy services, field missions, workplans and other tasks.
  • Ensure that MCC's oversight of compact closeout of projects in the Practice Unit (Energy) leads to the completion and responsible hand-over of energy sector projects to partner government authorities.
  • Develop sector strategies, plans and practices to improve compact performance and resolve unanticipated program problems and issues that could involve exceptional risk or controversy or have a major impact on MCC's programs.
  • Serve as a recognized expert and senior advisor to agency leaders on issues related to the Practice Unit (Energy)and engage with all levels of management, other Federal agencies and international development partners to ensure policy and program coordination.
  • Coordinate with other Federal agencies, international institutions and other donors on matters related to in-country energy sector resources and activities.

  • Relocation expenses will not be paid

  • Some domestic and international travel maybe required


Qualifications

To qualify for pay band 2d you must meet the following:
Have at least one year of specialized experience comparable to the MCC Pay Band 3a or GS-15 or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. This experience must include activities such as: experience leading large energy sector initiatives focused on sustainable energy sector development, especially as related to increased affordability, reliability and access to energy; experience in the analysis of energy sector systems, policies, markets, and institutions; experience providing advice to senior management officials on matters relating to energy sector initiatives, programs and enabling policy and institutional environment; experience working with country counterparts to identify, design, develop and administer large infrastructure investments; experience incorporating climate considerations into programs, working with countries to improve energy master plans consistent with NDCs, and resilient infrastructure design. Note: This experience MUST be well documented on your resume or application.

Highly Desirable: French or other foreign language skills. (Please include language and level of proficiency, orally and in writing, in your resume.

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 3A or GS-15 to be eligible for pay band 2D.
