Works as a Network Engineer III as part of our Technology Infrastructure Division’s (TID) Enterprise Networking team. The county wide enterprise network is a large complex Metropolitan (MAN) and Wide area network (WAN) infrastructure that delivers secure transmission of data, video and voice communications for 400+ regional locations providing critical county services. Under the general supervision of the Network Architect this Tier III network engineer position supports the Tier IV Enterprise Network Architect and Engineering team for an all-round understanding of the enterprise network. Assists the Network Architect in evaluating products, processes and network management techniques. Provides network support and management that includes installation, configuration, maintenance and change management of the enterprise network infrastructure and equipment. Acts as a technical specialist in network configuration, troubleshooting and incident management. Works in coordination with team members across the County. This position resolves complex issues that involve network management tools such as packet analyzers and performance monitors. Escalates unresolved incidents to Tier IV or vendor technical assistance. Conducts a scheduled review of upgraded system firmware, application software, and IOS. Serves as the front-line point of contact to the network operations team and other internal departments. Provides network availability, outages, and status reporting. Leads in documenting network diagrams, equipment specifications and documenting all network changes. Responsibilities include:

  • Installs, configures, repairs, replaces, patches, upgrades, tests, manages version levels and config files of the enterprise network equipment; limited configuration of distribution equipment; comply with the county’s security and network architecture standards, policies, and procedures.
  • Participates in network design & architecture, performs network troubleshooting to isolate and diagnose common network problems; design, test, and inspect network systems, performs network planning, modeling, and analysis & researching network technologies and staying up to date on advancements in the field
  • Performs technical support for incidents escalated from the Network Operations Team. Documents and conducts in-depth troubleshooting of hardware, firmware, software, and infrastructure using approved network management system (NMS) utilities, network traffic analyzers and solution controller platforms. Escalates unresolved incidents to Tier IV or vendor technical assistance.
  • Assists Tier IV in the installation and upgrading of datacenter, core, and distribution network components.
  • Provides training and assistance to other support teams. Develops troubleshooting scripts and other procedural documentation that assists the teams in performing their duties.
  • Leads in document network diagrams, inventory, and changes.
  • Lifting, climbing, and driving are all activities required of this position.
  • Participates in the on-call support rotation.
  • Performs other duties as assigned.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Possession of an associate's degree in computer science, electrical engineering, electronics, or a related field; plus four years' network and/or telecommunications experience; or a bachelor's degree in such fields; plus two years' experience in network or telecommunications system design, analysis, installation, and troubleshooting.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
At least seven years of Tier III network design and /operations experience; or a degree in a technical discipline or one certification equivalent to a CCNP / CCDA / CCDP / JNCIS combined with four years of experience. In-depth knowledge and experience with layer-2 and layer-3 networking equipment, protocols, and services in a wireless and wired enterprise network. Experience to include VLANs, VRFs, OSPF, MPLS, BGP, MP-BGP, EIGRP, VPN, MPLS L3-VPNS, 802.11, ISE, Transport Layer and QOS in a MAN / WAN / LAN architecture.

PHYSICAL REQUIREMENTS:
Work is generally sedentary, performed in a normal office environment. Lifting (Up to 50 pounds), climbing ladders, and driving county vehicles is required. All duties performed with or without reasonable accommodations.
