Job Announcement

Under general supervision, collects, analyzes, and prepares summaries of current and historical technical and financial data associated with the county's Municipal Separate Storm Sewer (MS4) permit, Total Maximum Daily Loads (TMDLs) and Stormwater Management program. Researches and benchmarks the County's MS4 permit, program and TMDL and requirements with data from other jurisdictions and sources. Develops summary reports and gives formal presentations. Manages the development and implementation of, and serves as the County's point of contact for, activities associated with assigned MS4 Permit elements. Assists in the development and implementation of MS4 business applications used to input, track and report MS4 permit and TMDL information. Prepares the county's annual MS4 Permit report. Organizes and manages files, data and documents associated with the MS4 permit and TMDL requirements. Assists with MS4 permit maintenance, modification, and renewal activities. Negotiates and manages contracts and/or task orders under Basic Ordering Agreements. Assists in emergency response activities pertaining to snow, flooding, and other designated emergencies.

Note: This position is required to be available 24 hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

The assigned functional areas for this position are environmental quality, business analysis, public safety services, communications, project management, and quality control .

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • Knowledge of and experience with collecting, organizing, and analyzing data and developing written reports.
  • Knowledge of permit requirements and Stormwater management practices.
  • Demonstrated experience in the use and configuration of the Esri ArcGIS platform to create and sustain maps, data, analyses, and applications in support of business processes.?
  • Experience with Microsoft Office (Word, PowerPoint, Excel, Access) and Data visualization tools.
  • Ability to communicate effectively and efficiently both verbally and in writing.

PHYSICAL REQUIREMENTS:
Ability to drive a motor vehicle. Ability to perform field investigations. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, and personal fall arrest harness. All duties performed with or without reasonable accommodations.
