Job Announcement

Provides a full range of professional support to the Auditor of the Board including performing audit procedures related to compliance, and operations. Manages special projects and studies, including researching, creating, and organizing large volumes of information. Under the guidance of the Auditor of the Board, designs and conducts reviews, surveys, and evaluations of county agencies as assigned by the Board of Supervisors or the Audit Committee acting on behalf of the Board of Supervisors (BOS). For each study, the auditor focuses primarily on the county's corporate stewardship. Incumbent will represent the Auditor of the Board in his absence. Provides leadership and guidance to staff. This includes developing recommendations that can be used to increase county revenues, reduce county expenditures, and otherwise improve the efficiency and effectiveness of county resources. Duties include:
  • Reviews the county’s budget documents, prior studies, audit cycle, agencies fund statements and other internal and external sources for studies that will be presented to the Audit Committee and BOS each quarter for approval.
  • Develops comprehensive background data on the agency, operation, or function on which the study is being performed.
  • Collects information from a variety of sources, including the agency, using data analytic techniques to generate practical information from the raw data.
  • Prepares data requests for the agency, department and/or operation being reviewed.
  • Communicates and explains this request to the study point of contact.
  • Prepares follow data requests based on reviews and analysis of data previously submitted.
  • Performs data clarification and verification of preliminary of results of original data analysis interview with study point of contact.
  • Writes quarterly Audit Committee Reports based on substantive testing, interviews and study findings using sound financial and accounting practices.
  • Maintains all support to studies, management responses to observations, agreed upon target implementation date by study management in an organized electronic format.
  • Reviews management responses to ensure they are aligned with the recommendations made by the Auditor of the Board.
  • Plans and participates in a series of meeting related to the audit process, e.g.; Opening Meeting to discuss the BOS Approved Audit Committee Work Plan, Preliminary Closing Meeting to discuss report, answer any questions from the agency and request management responses with target implementation dates, Closing Meeting to align management’s responses with the Auditor of the Board’s recommendations, prepare pre-Audit Committee doc for the Audit Committee Chair meeting with the Auditor of the Board, prepare Audit Committee docs for Audit Committee Meeting, participating in the presentation the report at the Audit Committee Meeting.
  • Performs and presents prior studies follow up at the Audit Committee Meeting.

Note: The assigned functional areas of this position are auditing, finance, and project management.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

PREFERRED QUALIFICATIONS:
  • Bachelors or Master’s in Business Administration.
  • Sound Accounting/Finance background.
  • Excellent written and communication skills./li>
  • Proficient in audit technique and audit interviews.
  • Project management skills.
  • Ability to oversee several projects simultaneously.
  • Proficient in the use of the Microsoft Office Suite applications, to include intermediate to advanced in Excel and PowerPoint.
  • Proficient in the use of SAP (Systems Applications and Products in Data Processing).

NECESSARY SPECIAL REQUIREMENTS:

PHYSICAL REQUIREMETNS:
This position is primarily sedentary, but requires vision sufficient to read standard text, read a computer monitor and drive; speak and hear, ability to stand, sit, walk, stoop, manual dexterity to write and operate a computer keyboard. All duties performed with or without reasonable accommodations.
