NCS is seeking a dynamic leader to join our Technology and Communication Services unit as a Communications Specialist.

Under direction of the Communications Director, serves a key role in supporting and implementing NCS’s multi-media communications and outreach efforts. Bring your talent and knowledge in writing, editing, video, graphic design, social media promotions and event planning to help promote NCS services, programs, events, and activities to external audiences; and help share critical policy, employee development, best practices and other messages internally to a staff of well over 1,000 employees. Serves on the NCS Communications Team; assist with managing the department’s public and internal websites; design, write and edit communications and marketing pieces; craft compelling news articles and work with representatives of the media; work with award-winning producers in scripting, filming, and editing video; and plan and execute special events and ceremonies.

Note: Salary will not exceed the midpoint of the advertised salary range.

Illustrative Duties

  • Supervises and manages all communication planning and programs for the department;
  • Planning and implementing photographic coverage of events;
  • Plans and implements a Speakers Bureau or plans speaking engagements for department;
  • Makes presentations on behalf of the department to community and County;
  • Plans and implements event and meetings;
  • Writes speeches for presentation to community and County;
  • Writes proposals in support of departmental goals and projects;
  • Produces multimedia productions to support the goals of the department (multimedia may include audio, video or online productions);
  • Implements and supervises the implementation of print production projects;
  • Implements and supervises the implementation of website development and new media projects;
  • May serve as spokesperson for the department with the media;
  • Budgeting and cost control for communication projects that are supervised;
  • Conducts audience / constituent research for evaluation and measurement of communication programs;
  • Serves as a member of the department's communication planning (strategic planning, action planning) team;
  • Makes public presentations on behalf of department.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in communication, journalism, public administration, political science, or field related to a department's business, plus five years of progressively responsible experience in communication area of specialization or area of specialization of department represented.

CERTIFICATES AND LICENSES REQUIRED: Not applicable.

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position must complete a criminal background check and a CPS check to the satisfaction of the employer. Additional Work Schedule Requirements: For special assignments/deadlines, alternate/flex schedule or comp time may be required.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
  • Direct experience in providing internal and external communications for local, state, or federal government.
  • Experience with and ability to design and implement print productions.
  • Experience with Adobe creative software - particularly InDesign, Photoshop, and Illustrator.
  • Demonstrated success in website design and content management.
  • Demonstrated success in social media communications for local, state, or federal government.
  • Experience in planning events and ceremonies.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
