This associate on the External Affairs Community Finance team will leverage our ability to bring debt and equity investment capital to optimize financing solutions for our clients, while serving as lead marketers for our products and managing specific geographic markets. In this role, you will be expected to leverage partnership building skills to create high impact relationships with stakeholders both internally and externally, judgment skills to prioritize key objectives, recommend product pricing and manage resources toward agreed upon targets, and critical thinking skills to identify, assess and propose solutions for managing risk. The Manager, Capital Officer may perform some responsibilities independently, but frequently under the guidance or direction of more senior Capital Officers.

Responsibilities Include:

● Supports Capital Officer(s) financing of transactions with: Low income housing tax credits (LIHTC), balance sheet taxable construction loans and tax exempt bonds, new market tax credits, funding from US Department of Housing and Urban development (HUD), including HOPE VI, RAD & HAP contracts, and public housing, and other state/local governmental financing sources. This may include structuring financing solutions at both the property and fund level and/or assisting the Team Lead in coordinating permanent debt executions with internal partners (e.g. the Bank FHA/GSE Agency team).

● Under the guidance/direction of the Capital Officer Team Lead or designee, plans portfolio growth through the development of a business plan in alignment with departmental budget and FHA/Agency affiliate production officers, consistent with overall Bank objectives

● Assists Capital Officer Team Lead or designee with pre-qualification, structuring, pricing of debt and equity investments consistent with team policies and procedures.

● Supports Team Lead and FHA/Agency affiliate production officers in their efforts to obtain new business and retain existing customer relationships for the bank, including by attending client and industry events.

● Assists in managing national relationships with fund managers of low income housing tax credits.

● Assists Capital Officer Team Lead or designee in the closing of all transactions originated including working with internal and external teams to obtain final credit approval, achieving timely closing and keeping management informed.

● As part of the closing process, assists in the review of all legal documents to ensure compliance with the approved deal terms.

● Supports Capital Officer Team Lead or designee in coordination with various CF functional teams, FHA/Agency affiliate and other departments in the servicing of client relationships and in resolving any client issues that rise beyond the day to day responsibilities of Portfolio Management.

● Develops relationships with key industry participants (developers, investors, syndicators, brokers) to source equity and debt, primary and secondary transaction opportunities.

● Develops knowledge of competitor's and local/state housing agencies' products and pricing in the markets served to identify community needs and opportunities for the bank to serve.

● Assists in cross functional initiatives within the bank to further expand product offerings and impact on communities.

● Assists Capital Officer Team Lead or designee manage pipeline process, maintain monthly reporting needs, resource materials for existing and new CRA markets, brand/marketing materials, communication with external stakeholders and form template documents.

Basic Qualifications:

● Bachelor's degree or military experience

● At least 3 years of experience in business development, underwriting, or asset management or any combination of the three

Preferred Qualifications:

● MBA or Master's degree in Finance or Real Estate Development

● At least 5 years of experience in business development, underwriting, or asset management or any combination of the three

● At least 5 years of experience in the field of affordable housing finance

● At least 2 years of experience working with legal counsel

● At least 2 years of assessing credit risk and structuring transactions to mitigate risk

● Completion of Credit Training Program
