Stormwater Environmental Manager (Civil Engineer IV)

Are you an experienced stormwater civil engineer that is well-versed in the delivery of stormwater best management practice (BMPs), stormwater collection and conveyance infrastructure projects, public budgeting, and program management?

If so, you are encouraged to apply for the Stormwater Environmental Manager (Civil Engineer IV) position in the Department of Transportation and Environmental Services (T&ES) Public Works Services Division (PWS) to manage a team that focuses on maintenance of facilities (public BMP’s and the stormwater collection and conveyance system) to be kept in a state of good repair.

A person in this role will be the supervisor for overseeing a team of individuals, ranging from engineer(s) to inspector(s) to field staff, along with utilizing contractual resources for the continual implementation of inspection and repair and maintenance of stormwater facilities throughout the City of Alexandria. These efforts will directly result in alleviating localized flooding and drainage issues while ensuring infrastructure maintenance and managing water quality projects. The position leads or assists in the emergency response of wet weather events.

The Opportunity
  • Management of a team to ensure success with inspection, repair and maintenance of existing stormwater structures and BMP’s. Able to schedule staffing and contractors/ vendors for projects, budget, plan and execute projects from various funding sources;
  • Perform drainage and hydraulic investigations and develop practical solutions for existing storm pipes, structures and BMPs. This will include conducting analysis to develop options, design, and preparing deliverable documents. It is also expected that the individual will provide development review and participate in meetings for infrastructure plans. Work shall be within standards of DEQ, VDOT, VPDES and City guidelines;
  • Develop written documents for contractors, City Council, grant funding, and internal documents (Standard Operating Procedures (SOP)) and other information on regular basis. Ability to prioritize and provide regular reporting documents on the progress of the projects and programs;
  • Collaborate with PWS staff, others across the organization, outside agencies, and customers on resolution of issues in a timely manner, while managing multiple projects simultaneously;
  • Responsible in leading or assisting response to flooding emergencies;
  • Preform other work as directed.
The Ideal Candidate To be considered eligible for this position, a candidate will possess a bachelor's degree in civil engineering or other related field and eight (8) years of experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.
