Under the general supervision of the Director, Transmission and Distribution, the Manager, Transmission plans, coordinates, manages and monitors the operation and maintenance of the transmission system of a large, complex water system. Duties include but are not limited to:

Plans, coordinates, manages, monitors, and optimizes the operation and maintenance of the transmission system 

Oversees and manages all aspects of transmission system operations 

Oversees the management of Fairfax Water’s transmission system assets 

Coordinating with other Fairfax Water departments and construction contractors to repair and/or replace aging transmission mains.

Overseeing and directing Fairfax Water’s transmission system valve exercise program.

Coordinating with engineering and construction staff to advance Fairfax Water’s water storage tank rehabilitation program.

Overseeing planned and unplanned maintenance of Fairfax Water’s pump stations, control valves, and other transmission facilities.

Overseeing Fairfax Water’s damage prevention program and participation in Virginia 811.

Overseeing and managing testing and inspection of transmission system cathodic protection installations.

Performs plan reviews, sequence of construction planning, and shutdown coordination to support capital project development.

Performs related personnel and administrative tasks.

Qualifications:

Graduation from a four-year college or university with a Bachelor’s Degree in engineering, natural or physical science, or closely related field, and a minimum of ten years progressively responsible experience with the operation and maintenance of public water supply facilities, with at least five years in a supervisory or management capacity, or any equivalent combination of education, experience and knowledge.

Registration as a Professional Engineer in the Commonwealth of Virginia, or registration in another state, with the ability to obtain Virginia registration within one year, is preferred.

Thorough knowledge of the Commonwealth of Virginia Waterworks Regulations.

Thorough knowledge of water distribution system hydraulics.

Thorough working knowledge of public water supply production and distribution.

Considerable knowledge of the methods, materials, and tools used in the installation, operation, and maintenance of water distribution systems.

Knowledge of the purpose and use of SCADA control systems.

Knowledge of computer modeling concepts, theory, analytical procedures, and techniques.

Ability to understand and follow oral and written instructions.

Ability to function in a managerial capacity.

Ability to perform job duties without immediate or detailed supervision.

Ability to work independently on complex projects.

Ability to establish and maintain effective working relationships with coworkers, supervisors, consultants, contractors, and the public.

Ability to direct, review, and evaluate field and technical personnel.

Ability to read, interpret, and work from engineering drawings and specifications.

Ability to compile, analyze, and correlate data.

Ability to write reports, specifications, and contract documents.

Excellent oral and written communication skills.

Knowledge of applicable safety regulations, practices, and procedures.

Any equivalent combination of ability, education, experience, and knowledge.

Must pass a controlled substance (drug) test for employment.

Fairfax Water requires new employees to be fully vaccinated against COVID-19, subject to legally required exceptions.

Possession of a Commonwealth of Virginia Class V, or higher, Waterworks Operator’s license is preferred.

Possession of a valid driver’s license and good driving record.

Available to work from any Fairfax Water facility and at any location in the water system at any hour or day of the week.

Ability to work irregular hours shifts, weekends, and holidays.

Chartered in 1957 by the Virginia State Corporation Commission as a public, non-profit water utility, Fairfax Water operates four water treatment plants with a combined capacity of 262 million gallons per day. The plants include the Corbalis Treatment Plant, operating on the dependable and free-flowing Potomac River in the northwestern area of Fairfax County, and the Griffith Treatment Plant on the impounded Occoquan River in the southeastern area. Water is distributed throughout Fairfax Water's service area through nearly 3,200 miles of water mains.

Fairfax Water produces, on average, 148 million gallons of water per day. More than 235,000 mostly residential accounts in Fairfax County comprise about 60 percent of total water sales. Approximately 40 percent of total water sales are wholesaled to Loudoun and Prince William Counties, the City of Alexandria, the Town of Herndon, Ft. Belvoir and Dulles Airport. Revenues in 2005 were $120 million.

Fairfax Water is governed by a ten-member Board of Directors composed of Fairfax County citizens who are appointed by the elected Board of Supervisors of Fairfax County. A General Manager, supported by a senior staff of engineering and business professionals, manages the day-to-day operations of Fairfax Water.
