This is a non-status, non-permanent Personal Services Contract (PSC) position. This position does not provide competitive or excepted service status into the civil service.

This position is in the Office for Diplomatic Security Service, Threat Investigations and Analysis Directorates, Bureau of Diplomatic Security, Department of State, Rosslyn, VA.

The incumbent serves as a Financial and Resource Management Specialist  providing financial planning, analysis, monitoring, and reporting.

This is a telework eligible position. 

Duties:

Conducts comprehensive analyses of the financial needs of both DSS and TIA programs, including both short term and long term needs. Develops estimates of financial needs and prepares financial planning documents that serve as blueprints for the development and execution of DSS and TIA budgets.

Monitors the use of program resources in comparison to approved financial plans, projected workloads and program priorities while providing Division Directors and Branch Chiefs with budget allocation, obligation, incurred and liquidation funding guidance.

Evaluates and revised financial management systems , policies, procedures, methods and practices are continually enhanced to estimate financial needs and to manage financial resources

Recommends actions, as required, to ensure that obligations and expenditures are within prescribed limits as well as adjustments, and redistribution of funds are within budget.

Travel Required: 25% or less, domestic travel may be required.

Key Requirements:

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Obtain/maintain eligibility to access Sensitive Compartmented Information

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience conducting comprehensive analyses of the financial needs of an office; developing spreadsheets, graphs, and charts to enable evaluation of current financial status and to present and justify funding requests.

Experience leading audits and reviews of the financial management activities.

Experience serving as the point of continuity to senior level, mid-level, and technical staff for financial administrative, and human resources through the Senior Resource Manager.

Experience working effectively under pressure where fluctuating deadlines and priorities often occur. 

There is no substitute of education for specialized experience for the GS-13 position.

Benefits:

The Bureau of Diplomatic Security has a program that allows personal services employees to be reimbursed for their health premium costs that they incur during their period of performance. The program pays 72% of the insurance premium cost (to the maximum limits set by OPM annually) for self, self plus one, or self plus family. To be eligible for the PSC Health Insurance Reimbursement Program, the PSC must be included on the plan and NOT be enrolled in any other form of group plan such as a spousal plan or a retirement plan. This program does not cover Dental or Vision supplements.
