This position provides support to the F-35 JPO by analyzing program requirements, status, budget and schedules to partnering country. Essential Job Functions: Analyzes program requirements, status, budget and schedules. Performs program management, technical, or business case analyses. Responsible for supporting the execution of the requirements stated in the existing development, production, and sustainment Letter of Offer and Acceptance (LOA) for all efforts, technical and programmatic, including program management, systems engineering, personnel management, scheduling, risk management, contracting, acquisition, budgeting/funding, configuration management, integration, testing, logistics support and training. Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required. BS or BA degree in Business, Management or a degree relevant to the position. ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional 4 years of relevant experience. A minimum of 4 years of program management, technical or business analysis professional experience with at least 2 years technical support to a major weapons system and component development. Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition. Knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases. Knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure, in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-M. Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products. Knowledge of DoD planning, programming and budget processes: administrative relationships within the USAF, USN and DoD; administrative relationships with the systems command and field activities. Strong communication skills including to the ability to communicate orally, via written letters and memorandum, email, and presentation. Ability to prepare and present convincing oral and written presentations to any or all levels of government and industry management, foreign and domestic, to effectively prove and justify/or significant deviations from established policy, defend necessary modifications to previously approved plans, etc. Strong stakeholder management experience in coordinating and communicating across different organizations and teams including knowledge and experience in working across different disciplines.
