The Montgomery County Department of Permitting Services (DPS) primary mission is to promote the health, safety, welfare, and economic wellbeing of residents, businesses, and communities in Montgomery County.  This is accomplished through the timely, and consistent review and processing of plans and permits, and inspections of structures, rights-of-way, and development.  DPS strives to provide constituents with a quality customer service experience with ongoing process improvements to provide improved response times and higher quality of service.  DPS ensures that structures are safe for occupants and visitors, are sustainable for future generations, and that development is consistent with requirements to protect the environment. 

The Department of Permitting Services is unique and conveyed by County law with responsibility to review building plans, permits, use and occupancy permits, and licensing of facilities to ensure compliance with fire prevention laws.  Additionally charged with code enforcement, inspection and licensing that include the administering, interpreting, and enforcing the zoning law, other land use laws and regulations; administering, interpreting, and enforcing construction codes, and laws and regulations governing sediment control, stormwater management, floodplain management, special protection areas and pond and excavation safety; issuing building, electrical, fire alarm, fire protection system, mechanical stormwater discharge, and on-site water supply and sewage disposal permits; administering and enforcing agricultural preservation and historic resources laws and regulations; and administering and enforcing the fire safety code. 

The Manager of Zoning Review (Manager III) is expected to have a clear understanding of the administration, interpretation and enforcement of Chapter 59 of the County Code and serve as a subject matter expert on Zoning and its various applications to land use activities and development. 

The Manager of Zoning Review is responsible for directing and supervising the activities of a section of permit specialists responsible to review, reject or approve permit applications to ensure completeness and regulatory compliance with the Montgomery County Zoning Ordinance and its use tables and development standards; International Building Codes; M-NCPPC Site Plans; and Montgomery County’s regulations and policies associated with construction and land development. 

The Manager of Zoning Review reports to the Division Chief of Zoning, Well & Septic, and Code Compliance and supports the achievement of section, division, and department objectives. 

There are over 200 employees at DPS working within one of five operational divisions or assigned to the director’s office located at 2425 Reedie Drive in Wheaton, Maryland.  DPS is open to the public from 7:30 a.m. to 4:30 p.m. Monday through Friday. 

Responsibilities and Duties

The Manager of Zoning Review handles all responsibilities involved with the administration, interpretation, and enforcement of Montgomery County zoning law, other land use laws and regulations.  Responsible for ensuring that the Zoning Review Section is operating effectively, provides training to staff as needed, and implements a continuous process of analysis to improve day-to-day operations.  Responsible for the Zoning Review Section’s timely review of building plans and specifications, issuance of building permits, custodian of Use & Occupancy records, replies to customer inquiries and complaints.  Responsible to provide technical support to external agency partners as needed that include the Maryland National Capital Park & Planning Commission, the Montgomery County Council, and the Office of Agriculture.  Responsible to provide subject matter expertise in the area of zoning in support of the entire organization. 

Additionally, responsibilities include working towards the accomplishment of section, division and department short term and long-term objectives.  Must have an eye towards customer satisfaction and ability to be flexible to adjusting priorities in support of senior management. 

Moreover, the Manager of Zoning Review is responsible for the well-rounded training of staff within the Zoning Review Section.  This includes developing staff to take important roles in understanding in interacting with the Board of Appeals, the Montgomery County Council, the Office of Agriculture, the Telecommunications Facilities Workgroup, Sign Review Board, Land Use Attorney’s and other partners. 

The Manager of Zoning Review must have experience managing a represented workforce and have a working knowledge and experience interpreting a Collective Bargaining Agreement and applying its terms and conditions in the workplace. 

Duties include:  

• Managing the review and enforcement of permit applications for zoning and M-NCPPC site plans tracking, enforcement of M-NCPPC site plan requirements, and related approvals. 

• Developing section goals and priorities for the zoning review section and its employees in the areas of personnel, information technology, training & operations, and supply & maintenance of equipment.

• Administrative duties include meeting with builders, developers, architects, engineers, elected officials, and community/civic leaders to interpret regulatory requirements, resolve disputes, and provide necessary liaison.

• As needed testify at hearings and court sessions; providing technical guidance, and provide recommendations designed to elucidate department policies and regulations both orally and in writing. 

• Provide monthly reports and updates to senior management.

Minimum Qualifications:

Experience: Five (5) years of progressively responsible professional experience with construction and land development activities. 

Education: Graduation from an accredited college or university with a bachelor’s degree. 

Equivalency: An equivalent combination of education and experience may be substituted.
