Systems Analyst IV
The Office of the Commissioner of the Revenue is seeking qualified candidates for a Senior Systems Analyst position within the Information Technology Division.
The Senior Systems Analyst will design, create, execute, and maintain complex SQL queries to satisfy business reporting and data analysis needs; analyze data to identify trends and to ensure data integrity; produce reports suitable for senior management; support the design, implementation, and testing of new IT solutions; modify, enhance, or adapt existing systems; assist users with understanding system capabilities and limitations; support internal operations, budget management, and project planning; act as a change agent for issue resolution and operational improvement; identify opportunities to improve business efficiency and productivity through the use of IT systems.
The successful candidate will have experience designing and developing complex reports and queries; analyzing existing systems and business models; mapping and documenting interfaces between new and legacy systems; migrating data from legacy systems to new systems; identifying options for potential solutions and assessing them for both technical and business suitability; conducting requirements analysis; testing system modifications and new implementations; and developing recommendations and proposals for modifying or replacing systems.
This position will work closely with colleagues, developers, vendors, testers, and a variety of end users to ensure technical compatibility and user satisfaction across Loudoun County's tax assessment and commercial mass appraisal (CAMA) systems.
Requires any combination of education and experience equivalent to a Bachelor's Degree in Computer Science, Management Information Systems or related field and three (3) years of previous IT experience.
Familiarity with Virginia local tax structure and computer automated mass appraisal systems preferred.
Also requires the ability to communicate effectively both orally and in writing to explain technical concepts in non-technical terms to individuals and groups; research and resolve inquiries; demonstrate initiative; and work independently with minimum supervision.
Must be detail-oriented with an awareness of the big picture and have a clear understanding of the entire software development life cycle. Previous experience with SQL report development and data analysis is strongly preferred, particularly in the financial, construction, or appraisal industries.
