Description

The City of Richmond Department of Public Work is seeking highly qualified candidates fill the position of Engineer, Senior in the Division of Right Way Management.  The incumbent is responsible for administering the review and issuance of permits relating to Right-of-Way  (ROW) permitting process, policy development review, and coordinating public and capital construction projects.  

Duties include but are not limited to

  • Performing technical review of submitted materials for development plans as well as right of way permits
  • Communicate with applicants or other City staff regarding comments generated by our review of plans
  • Working within the City software to enter and update application and plan review information
  • Coordinating plan reviews with other City agencies
  • Entering permit application information and data into City permit system
  • Assisting customers with completion of application forms and documents and status of submitted applications.
  • Responding to requests for right of way permits in person and over the phone
  • Coordinating with internal and external organizations to administer ROW standards and regulations 
  • Transmitting approved/issued permit(s) after review and issuance by City stakeholders
  • Explaining codes and permit process requirement to contractors and citizens in matters pertaining to Work in Street Permits, Encroachments, and working within the City right-of- way
  • Working with Right of Way staff, stakeholders, inspectors and permit applicants to verify status of right of way permits
  • Developing and administering departmental policies as it relates to Divisional operations and processes
  • Preparing Council ordinance and resolution request papers and reports to various City committees 
  • Updating divisional information on the City website.
  • Limited construction project management
  • Performing other related duties as required

**City of Richmond Public Works employees are considered essential personnel and will be required to work during declared emergencies and major weather events.**

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge, Skills & Abilities or some combination of the following:
Knowledge of surveying principles, Hydraulic Modeling, and construction practices.  Knowledge AWWA Manual of Practices and Standards, water works regulations.  Knowledge of site, roadway, and utility design standards.  Mechanical, reliability, maintenance, or civil engineering.  Computer proficiency in Microsoft Office Suite.  Skill reading and interpreting GIS maps and AutoCAD plans, technical writing, and oral and written communication.  Ability to assemble complex information for others and work with a variety of individuals such as other employees, vendors, contractors, and citizens.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in engineering
  • Three (3) years of engineering experience

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire
