NATURE OF W ORK

This position provides advanced operational support to the Senate and the Executive Office of the Senate Sergeant at Arms (SAA). Work includes assisting with planning and coordinating logistics for official visits and special events such as Head of State visits, Joint Meetings or Joint Sessions of Congress, Congressional events, state funerals, official Senate travel, swearing-in ceremonies, and Presidential inaugurations. This position is distinguished by the complexity, sensitivity, and confidentiality of the administrative and event planning duties. The incumbent exercises considerable initiative, discretion, and independent judgment based on knowledge of the SAA and the Senate, and ensures protocol procedures are followed. Work involves performing a variety of functions under the direction of the Protocol Officer.

EXAMPLES OF WORK

(This list is not absolute or restrictive, but indicates approximate duties and responsibilities which may be redefined pursuant to operational needs.)

● Assists in serving as the Senate representative during the planning of official special events; ensures the schedules of those involved are coordinated, protocol procedures are followed, media access is coordinated, and security arrangements are made.

● Assists in coordinating event logistics with Senate offices and a number of partnering entities such as the Architect of the Capitol, U.S Capitol Police, U.S. Secret Service, and the House Sergeant at Arms office.

● Assists with facilitating official visits of Heads of State/Government to the Senate; coordinates necessary access, schedule, and security arrangements; greets, escorts, and introduces Heads of State.

● Assists in planning and overseeing the travel of official Senate delegations to funerals, conventions, and other gatherings; travels with the Senate delegation.

● Assists with controlling access for film and photography in the Senate wing of the Capitol and on the Senate grounds; assists with media inquiries directed to the SAA organization.

● Responds to protocol inquires or special requests by Senate offices.

● Prepares and maintains various reports, forms, records, correspondence, memoranda, and other documents according to office practices.

● Serves as the Protocol Officer in their absence.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in an office environment and is generally sedentary except when supporting special events, visits, and/or Senate travel. In those scenarios, work requires physical exertion such as long periods of standing, walking, and climbing stairs. The ability to travel by bus and plane is required.

MINIMUM QUALIFICATIONS

Work requires a Bachelor’s Degree and at least three years of progressively responsible protocol, Capitol Hill, or special event experience; or any combination of education and experience that demonstrates the following knowledge, skills, and abilities:

• Extensive knowledge of the Senate, Senate Rules, and protocol, or the ability to quickly learn and apply this knowledge.

• Skill in prioritizing, organizing, and coordinating schedules and complicated event logistics.

• Demonstrated ability to quickly analyze difficult and complex issues and make recommendations for proper action.

• Ability to accurately prepare and maintain a variety of executive and administrative reports, records, letters, correspondences, and documents using standard office equipment and systems such as databases, spreadsheets, and word processing software.

• Ability to work effectively with executives, Heads of State/Government, and senior congressional staff. 

• Ability to establish and maintain effective and collaborative working relationships within the SAA and with partnering entities.

• Ability to use strong interpersonal and customer service skills. This includes the ability to communicate clearly and effectively with tact and discretion, both in-person and in written communications.

LICENSES, CERTIFICATION AND OTHER REQUIREMENTS

Must possess or be able to obtain a security clearance.

This position requires the incumbent to be available for events affecting the Senate, which may include after-hours or weekend work.
