Primary Purpose
Ensures Emmes' staffing and resource needs across global Clinical Operations are identified through effective partnership with Talent Acquisition and project leadership. Works with all Clinical Operations leaders/heads and resource managers to assess capacity for current needs, recommend staff placements, and forecasts for future needs to optimize staffing requirements to fulfill effective study execution. Works with Business Operations to support global resource forecasting and capacity management reporting and analytics.

Primary Purpose
Ensures Emmes' staffing and resource needs across global Clinical Operations are identified through effective partnership with Talent Acquisition and project leadership. Works with Business Operations to support global resource forecasting and capacity management reporting and analytics.
Responsibilities
- Oversees centralized resourcing for all global Clinical Operations positions
- Provides proposal support for staffing and resourcing across Clinical Operations,
- Responsible for Clinical Operations hiring projections by role, level and region and provides monthly updates on progress towards goal and/or revisions to the plan
- Ensures efficient onboarding and resource assignments of newly hired and bench staff
- Provides strategic operational support for global Clinical Operations department resource managers and development of standard operations management practices
- Serve as a key member of an initiative for development of a resource management software system and review/approve requirements
- Coordinates and liaises with Business Operations, Talent Acquisition, Proposals, Project Leaders/Global Project Managers, and Hiring Managers to identify and gather forecasted staffing requirements at project start-up and/or for new business winning; communicates out information on a routine basis to Clinical Operations leadership, Business Development, Talent Acquisition Director and Talent Team to plan for hiring goals
- Creates, maintains, and provides Clinical Operations Leadership and Resource Managers at least monthly dashboard or resource status and forecasts. Conducts and communicates risk analysis for resource issues and trends (e.g., increase in turnover, or delays in onboarding, major impact of a large proposal).
- Proposes solutions for effective and efficient global Clinical Operations hiring, resource assignments and project assignments to maximize staff utilization and successful project execution
- Participates in country/region resource and growth strategy plans
- Provides support and input to Business Development and Proposal Departments for new business and proposal development activities
- Ensures new global Clinical Operations staff are assigned supervisors in collaboration with the department Heads
- Identifies strategies for the use of Clinical Operations vendors, subcontractors and consultants to ensure global resource needs are met.
- Maintains and ensures execution of the non-Emmes (contractor, consultants, etc) staff management plan.
- Serves as global Clinical Operations vendor, subcontractor and consultant point of contact for issue escalation and resolution.
- Ensures a smooth transition of new staff start dates and onboarding with global Clinical Operations leaders
- Collaborates with global Clinical Operations leaders on reallocation of resources for both short-term and long-term
- Engages global Clinical Operations leaders to panel interview higher level candidates
- Models corporate culture through vision, action, and learning
- Provides direct supervision of assigned staff, who are responsible for resource management, training, quality of service to Projects, and supervising the career paths of staff
- When applicable, responsible for holding direct reports and staff accountable for high performance while promoting engagement and fostering a value-based culture of accountability
- Reviews quality standards for hiring and proposal development for clinical operations to ensure standardized hiring processes and procedures
- Ensures internal and external global Clinical Operations staff meet project needs for current and future work in collaboration with Emmes infrastructure staff and in conjunction with global Clinical Operations leadership
- Identifies and tracks global Clinical Operations Hiring and Proposal Objectives and Key Results (OKRs)
- Identifies and supports professional development and growth opportunities for staff within group
- Ensures timely and comprehensive performance evaluations with direct reports
- Provides salary and bonus approval for direct reports and their supervisees
- Other duties as assigned
Experience
- Bachelor's degree preferably in a technical discipline (computer science, biology, public health) or demonstrated professional experience, preferably with data, analytics, or other related technical discipline
- Incumbent typically will possess at least 10 years progressive resource management experience, preferably in clinical operations. MS/MPH and 7 years or PharmD/PhD and 5 years
- Excellent organizational and time management skills, particularly during tight timelines; great attention to detail; capable of working on multiple projects simultaneously
- Highly motivated with the ability to work independently and as part of a multi-disciplinary team
- Director level expertise required including history of providing strategic oversight of vision and execution for a large, complex team of clinical research professionals across multiple locations
- Proven history of leading and building effective teams across broad groups or functions within the organization; demonstrated team player with a work history of interacting with others respectfully and cordially
- Solid understanding of talent/resource management reporting and general tools
- Professional maturity and wisdom to work through challenges in an expedient manner and push through issues to reach mutual outcomes across teams
- Demonstrated strong problem solving and analytical skills, combined with sound business judgment
- Proven ability to effectively collect, analyze, and provide metrics to ensure delivery of services that exceed customer expectations across defined groups or functions within the organization
- Strong executive presence and the ability to establish credibility with employees and business partners, along with an ability to build consensus and achieve goals through influence versus direct line authority across all levels of seniority
- Knowledge of directing recruitment, hiring, supervision, coaching and evaluation of staff required
- Ability to work proactively and effectively, with creative problem-solving skills
- History of working on business development proposals, bid defenses, and inputs for various clinical operations sections highly desirable
