The Program Manager will develop, manage and scale programs that increase participation in healthcare benefit programs, as part of a broader Benefits Access team. The initial focus will be increasing awareness and enrollment in the Medicare Savings Program, for the more than 1.5 million seniors who are eligible but not enrolled and a subset of those who are also not yet participating in the Extra Help prescription assistance program. This entails gathering a deep understanding of customer needs and barriers to MSP participation, crafting effective strategies for raising MSP awareness, building strong relationships within the MSP ecosystem, managing grantee organizations, developing new solutions using a human-centered design methodology, and scaling the most promising offerings. The program manager will also assess additional health care benefit opportunities in the future and build out a portfolio of program offerings that help to insure older adults with low-to-moderate incomes have access to the quality healthcare services they need to age how they choose.

Responsibilities

  • Develops and implements solutions
  • Executes and evaluates existing programs to identify improvements and to measure outcomes.
  • Collaborates with program leadership in the development of long-term goals and strategic plans to ensure continued successful growth and scalability.
  • Uses existing data to identify program enhancements and identifies needed data and research to maximize insight and experience management.
  • Managing enterprise assets and budgets
  • Project and process management
  • Partner and stakeholder engagement (including volunteers, participants and program partners)
  • Reporting on program activities/outcome

Qualifications

  • Bachelor's degree; master's degree or equivalent experience preferred, with a focus in public policy or healthcare
  • 5 or more years' experience with healthcare benefits, focused on removing barriers and increasing participation
  • Medicare or Medicare Savings Program knowledge preferred
  • Experience creating, managing and building capacity of programs
  • Experience developing a network of partnerships to help advance program goals
  • Strong familiarity with both quantitative and qualitative research and analysis as well as quantifying return on investment
  • Commitment to achieving equitable outcomes and in employing a person-centered approach in all work
  • This is an in-office position and the ability to work effectively surrounded by moderate noise level is required
  • Demonstrated verbal communication skills required

Flexible Work Arrangement (FWA)

AARP observes Mondays and Fridays as telecommuting workdays, except for essential functions. Remote work and telecommuting can only be done within the United States and its territories.
