Arlington County, VA seeks an experienced, innovative and self-directed appraisal professional to fill a key management position in its real property tax appraisal and assessment functions.

The Real Estate Assessment Director provides day-to-day supervision and management oversight of the professional real estate appraisal staff within the Department of Real Estate Assessments in the Department of Management and Finance. This position determines appropriate assessment policies and procedures to ensure that professional standards and practices are used to set fair market values for assessments of real property within the County.

Specific duties include:
  • Establishing the accurate, equitable and timely assessment of all locally assessed real property within Arlington County, including valuation of land, commercial and residential properties;
  • Establishing general assessment guidelines and office procedures;
  • Providing technical real estate appraisal expertise to staff, other County agencies, taxpayers, other jurisdictions and the County Manager regarding real estate appraisal and assessment methods, processes, and values;
  • Reviewing and approving all professional appraisal conclusions/assessments and related documentation/correspondence;
  • Providing oversight and review of the administrative appeals process;
  • Representing the Department of Real Estate Assessments at Board of Equalization (BOE) hearings;
  • Assisting in the preparation of court interrogatories and testifying at court proceedings for cases challenging assessments;
  • Overseeing the technology required to provide analysis and reporting to determine assessments and maintaining historic records; and,
  • Making presentations to the public to explain the assessment process.

The ideal candidate will be an experienced appraisal professional with a track record of effective management in a complex appraisal environment. The ability to communicate with policymakers, property owners, the public, other agencies and county staff is critical. A thorough understanding of Virginia State law and Arlington ordinances with respect to the assessment of real property and thorough knowledge of the concepts and principles of mass appraisal will be required. Preference may be given to applicants with existing knowledge of Arlington County and Northern Virginia.

Arlington County is an urban county of 26 square miles located directly across the Potomac River from Washington DC, has a population of over 200,000 and is among the most densely populated jurisdictions in the country. Arlington's central location in the Washington DC metropolitan area, its ease of access by car and public transportation, and its highly skilled labor force have attracted an increasingly varied residential and commercial property mix.

Selection Criteria
Minimum: A combination of education and experience equivalent to a Bachelor's Degree in Business, Real Estate or a related field plus substantial professional experience in real estate appraisal and assessment which must have included local government assessment experience and experience coordinating or supervising the work of others.

Desirables: Preference may be given to applicants with one or more of the following:

  • Designated by the International Association of Assessing Officers as a CAE (Certified Assessment Evaluator), AAS (Assessment Administration Specialist), or RES (Residential Evaluation Specialist);
  • CGE (Certificate General Appraiser) from the Commonwealth of Virginia; or have a comparable designation awarded by a professional organization such as the American Appraisal Association or the Appraisal Institute; or be able to obtain a professional real estate appraisal/assessment designation within one year of employment;
  • Knowledge of Arlington County and Northern Virginia.
