Department Marketing Statement:

The Washington Metropolitan Area Transit Authority (WMATA) is looking to hire a Manager Operation Productivity with strong leadership and team building experience. The successful candidate will have some familiarity with program and process management skills/models. Successful candidate will be responsible for assisting with the procurement and day to day management of third party Absence Management contract that WMATA's Workforce Availability group currently manages. This position will have direct reports spread throughout multiple locations supporting the Authorities front line workers in their day to day employee availability and attendance tasks. Management of those employees will require going onsite from time to time to gauge work performance and provide necessary training and support.

Minimum Qualifications :

Graduation from an accredited college or university with a Bachelor's degree in Business Management, Public Administration, Transportation Management or related field. Minimum of six (6) years of senior level program management experience in a transit organization or progressively responsible managerial experience in a highly visible organization providing major services or products to the public or related field. Demonstrated senior level management with mass transportation experience in writing and implementing policies, analysis and interpretation of reports, studies and related documents. Experience working directly with senior level manager and other officials.

Or, an equivalent combination of post high school education and a minimum of ten (10) years of senior level program management experience in a transit organization or progressively responsible managerial experience in a highly visible organization providing major services or products to the public or related field. Demonstrated senior level management with mass transportation experience in writing and implementing policies, analysis and interpretation of reports, studies and related documents. Experience working directly with senior level manager and other officials.

License:

Possession of a valid District of Columbia, Maryland, or Virginia motor vehicle operator's license issued from jurisdiction of residence.

Job Summary/Duties :

This is a highly responsible managerial, professional, administrative, and technical position involving the development, implementation, and evaluation of organizational policy, programs, and objectives within the Department of Operations Management Services. This position is responsible for overall supervision of the "At-Risk", Return to Work and Absenteeism Program within operations. This position provides strategic, operational program support, guidance, and management for a broad range of projects, programs and policy assignments. As a senior level operations position, it addresses highly sensitive and confidential matters on a routine basis. The incumbent is responsible for developing, analyzing, monitoring and coordinating new and/or improved management systems, procedures and methods governing overall At-Risk Program, Return to Work Program, as well as employee attendance, workforce productivity and accountability. The incumbent ensures that all actions taken are consistent with Authority personnel policies, collective bargaining agreements, and applicable federal laws for all offices under the Deputy General Manager of Operations. The incumbent refines and recommends modifications to policies, procedures and guidelines and also responsible for effectively performing a wide variety of administrative, quality control, budgetary, and research projects requiring assistance, coordination, and cooperation from departments which comprise DGMO. Works independently and has extensive latitude for actions within established guidelines.

Manages the planning, development, establishment, coordination and monitoring of all special transportation projects, in coordination with the Director and Deputy General Manager's directives.

Supervises subordinate staff to include recommending applicant selection disciplinary actions, resolution of grievances, assigns duties, directs work, approves leave requests and timesheets and ensures appropriate subordinate training is provided. Reviews personnel grievances with employees, attempts to resolve them in accordance with established rules and regulations of the Authority, and serves as a resource on grievance proceedings and labor/management negotiations and proceedings. Serves as the Department of Operations Management Services representative on the Authority's ADA panel.

Performs studies of existing business processes within the Department of Operations Management Services and makes recommendations for business process improvements that will be viable solutions for all offices within Operations. Identifies, develops, and implements improvements in efficiency through automation by expanding and/or supplementing existing systems such as PeopleSoft, Trapeze, Hyper Alert, Maximo, Documentum, and SharePoint. Evaluates new systems for enhanced organizational performance and effectiveness.

Manages rules, Standard Operating Procedures (SOP), Administrative Operating Procedures (AOP), and all updates and revisions pertaining to "At-Risk", Return to Work and Absenteeism Programs. Assures rule and procedure changes will not adversely affect safety aspects of operations.

Responds to internal and external inquiries pertaining to Authority's Return-to-Work program. Represents the Authority as an expert witness on rules, regulations and union contract requirements of the Authority as they relate to return to work procedures.

Manages, reviews and audits personnel performance for adherence to established operating rules and safety standards. Performs bi-weekly field audits on transitional duty employees to ensure safety compliance with work restrictions.

Represents OPMS as the chair of the Local Safety Committee and all Emergency Preparedness planning activities such as COOP Planning and other type of Authority Programs which affect safety and security at Metro.

Develops and implements training programs for current and newly hired managers, supervisors, and rank-and file employees regarding the Authority's excessive absenteeism, transitional duty, inactive management and "At Risk" programs and its associated policies, procedures and guidelines.

In collaboration with Operations Managers, manages and coordinates development of action plans for "At-Risk" employees to ensure that adequate safety investigations have been completed and actions identified that raise awareness in their work environments of potential work place hazards. Ensures "At-Risk" discussions are being conducted and documented consistently by Operations Management.

Analyzes all components for each employee that is identified as excessively absent or in an inactive status. Investigates each on a case-by-case base including interviewing employees and provides recommendation to department heads across all of Operations regarding appropriate discipline to ensure that actions are consistent and in compliance with both the Collective Bargaining Agreement and WMATA's policies. Performs all monitoring and appropriate follow-up actions until attendance becomes satisfactory, employee returns to work, or employee is discharged.
