    To qualify for the GS-11: You must have one year of specialized experience equivalent to the next lower grade level (GS-9 or equivalent) in the Federal service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience is defined as researching and analyzing regional economic issues; managing a grants competition or program; data collection, survey research and qualitative/quantitative data analysis of performance measurement, including indicators and outcomes, specifically working with macros and pivot tables in spreadsheet software.

    Ph.D. or equivalent doctoral degree; -or 3 full years of progressively higher level graduate education leading to such a degree; -or LLM., if related;-or A combination of education and specialized experience: Applicants may qualify based on a combination of specialized experience and education. Experience and successfully-completed education at the appropriate level (see above) may be combined to meet the total qualification requirements for the GS-11.

    To qualify for the GS-12: You must have one year of specialized experience equivalent to the next lower grade level (GS-11 or equivalent) in the Federal service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience is defined as leading research efforts and formulating and making predictions on emerging economic and program trends impacting stakeholder communities; making process improvement recommendations to program management; independently analyzing collected data and reporting findings. Developing survey research and qualitative/quantitative data analysis of performance measurement, including indicators and outcomes, specifically working with macros and pivot tables in spreadsheet software

    To qualify for the GS-13: You must have one year of specialized experience equivalent to the next lower grade level (GS-12 or equivalent) in the Federal service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience is defined as planning and leading research efforts and formulating research efforts on emerging economic and program trends impacting stakeholder communities; leading and making process improvement recommendations to the grants competition program; leading data collection efforts and reporting findings to senior leadership and stakeholders. Leading survey research and qualitative/quantitative data analysis of performance measurement, including indicators and outcomes, specifically working with macros and pivot tables in spreadsheet software

    This Job Opportunity Announcement may be used to fill other Management and Program Analyst, GS-0343-11/12/13 positions within EDA in the same geographical location with the same qualifications and experience.

    CTAP applicants MUST submit the following documents:

    1. A copy of your RIF separation notice, notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
    2. A copy of your SF-50 "Notification of Personnel Action", noting current position, grade level, and duty location;

A copy of your RIF separation notice, notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a work-related compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement.
    2. A copy of your SF-50 "Notification of Personnel Action", documenting your RIF separation, noting your positions, grade/band level, and duty location, and/or Agency certification of inability to place you through RPL, etc.;
    3. A copy of your latest performance appraisal including your rating; and
    4. Any documentation from your agency that shows your current promotion potential.

    You will be evaluated for this job based on how well you meet the qualifications above.

    The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:

    • Knowledge of qualitative and quantitative techniques in order to measure effectiveness, efficiency and productivity of assigned programs and processes.
    • Skill with grants management and related software packages specifically working with macros and pivot tables in spreadsheet software, including experience in project management.
    • Knowledge of Federal grants programs and implementation of Federal regulations governing Federal grant programs.
    • Ability to work collaboratively, experience managing a Federal grants competition or program.
    • Skill in applying analytical and evaluative methods and techniques in order to develop new procedures and approaches to identify and resolve unique problems.
    • Ability to work collaboratively as part of a team to identify appropriate performance measures, conduct analysis, aggregate findings, and present results.
    • Ability to communicate in writing to various venues and to various audiences in multiple formats.
    • Skill in data collection, survey research, qualitative data analysis and econometric analysis.
