    Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level.

    To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).     If you are requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-14 and the promotion potential of your current position must be at least GS-14.

    Basic Qualifications Requirements: In conjunction with the Specialized Experience, applicants must also meet the Individual Occupational Requirements for Training Instruction Series GS-1712 per the OPM Operating Manual for Qualification Standards for General Schedule Positions:

    Applicants must clearly demonstrate in their application how the standards are met. The basic requirement is to hold a degree in Education or a subject area related to the position being filled; OR possess specialized experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
    - Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
    - Supervising or administering a training program.
    - Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
    - Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

    AND

    Specialized Experience:
    Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Example of specialized experience would typically include, but not limited to: experience identify training requirements, estimate resource costs, and implement nonprofessional training development solutions to support veteran or benefit related programs; directs the review and evaluate of designs and processes for existing programs and determining which approaches will best foster effective delivery and measurable outcomes; and supervising staff in designing, developing, modifying, implementing, enhancing and evaluating course development and delivery processes for nonprofessional programs.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Promotion Potential: The position is at the full performance level.

    Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
