TRAVEL REQUIRED:

25% or less - Temporary Duty (TDY) or business travel is required approximately 25% of the time to provide contracting and acquisition management, policy formulation for assigned areas, exchange technical information, collaborate on Army and Department of Defense (DoD) initiatives, and provide functional advice.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is an Army Acquisition, Technology, and Logistics Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • Selectees must meet position requirements for certification at Senior Level III in Contracting (Acquisition Career Field 14) within 24 months of entrance on duty.
  • Selectee must possess at least an acquisition Level II certification at time of applying for this position.
  • Financial Disclosure Statement OGE Form 450 is required. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time to travel away from your permanent duty station.

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Basic Requirement for Procurement Analyst:
    Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

    Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

    To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: serving as technical and authoritative expert in the mastery of acquisition regulations and contracting principles in construction and Architect/Engineer (A/E) programs; applying methods, procedures and innovative techniques to plan, develop, implement, maintain, and administer all contractual aspects of the organizations contracting requirements; performing, coordinating, assessing and analyzing complex contracting/acquisition actions, policies, training, business systems, information technology for the contracting workforce; developing and implementing contracting requirements, new/existing policies, proposed legislation and regulations; and advising, justifying, defending and negotiating staff, key and high echelon management and other stakeholders on contractual/acquisition problems/issues at national and international level. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
