  • To qualify for the grade GS-13, you must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors). Such experience includes: 1) Integrating strategic creative user-centric design or business requirements in the development of websites and applications to ensure delivery of optimal experiences for users; 2) Utilizing human-centered design research methods in improving the usability, accessibility, and desirability provided in the interaction with web sites and applications; 3) Conducting qualitative research or field observation to gather aspects of the web site or application as perceived by users, and user experience; 4) Developing graphic materials, website content and other media deliverables including field of composition, cover execution, layout and paste-up of text and illustrations for publications, templates, slides, charts, graphs, and other materials; 5) Developing and executing usability and usefulness testing efforts which may include test scenarios, test tools, recruitment of test participants, coordination of testing, and recommendation of design improvements; 6) Facilitating problem-solving or prototyping sessions, design sprints, scrum teams or other meetings and sessions.     SELECTIVE PLACEMENT FACTOR:

    Applicants are required to provide a portfolio of previous work. The items in the portfolio should not be created specifically for this application. Your portfolio must be a sample of previous work that demonstrate use of user experience design, interaction design, design research methods, and data synthesis. It must be provided as either an attached PDF or as a link to a portfolio website in the application. The portfolio will be reviewed by the selecting official if an applicant is referred for the position.

    QUALITY RANKING FACTOR:

    The agency has identified a quality ranking factor for this position, which is experience designing and implementing digital solutions in the public sector and/or government. Applicants without the quality ranking factor will not be rated ineligible and may still be considered.

    The full performance level of this position is GS-13.

    You will be evaluated for this job based on how well you meet the qualifications above.

    In order to be considered for this position, you must complete all required steps in the process. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job. The assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you score below the cut score or fail to complete the assessment.

    Applicants will enter a multi-hurdle process involving the following steps:

    1. Once the initial application process is complete, a review of your resume and supporting documentation will be conducted and compared against your responses to the assessment questionnaire. Qualified candidates will be assigned to one of three groupings based on the review: Minimally Qualified, Moderately Qualified, and Highly Qualified:
    Minimally Qualified = Meets the basic qualifications requirements described in the "Qualifications" section of this announcement.
    Moderately Qualified = Meets the basic qualifications requirements described in the "Qualifications" section of this announcement and demonstrates a moderate proficiency in the competencies defined below.
    Highly Qualified = Meets the basic qualifications requirements described in the "Qualifications" section of this announcement and excels in the competencies defined below. The grouping assignment is a measure of the degree to which your background matches the competencies required for this position.
    2. Applicants placed in the Highly Qualified grouping will have their resume and previous work portfolio reviewed in detail to confirm the experience claimed in their application.
    3. Confirmed applicants will be invited to a structured interview. (The expectation is that the structured interview will take place within approximately 10 days of notification, in person or online.)
    4. The applicants who complete the structured interview will be assigned to one of the three categories: Qualified, Well Qualified, or Best Qualified.
    Qualified = Demonstrates a basic proficiency in the critical competencies for the position.
    Well Qualified = Demonstrates a medium proficiency in the Critical Competencies for the position. (This category must be met to be considered under ICTAP procedures)
    Best Qualified = Demonstrates excellence in the critical competencies for the position.
