    QUALIFICATIONS:
    The Office of Personnel Management has not issued qualifications standards for attorney positions. However, OSC sets minimum qualifications for attorney vacancies.

    To qualify for the GS-11, applicants must meet the basic education and bar membership requirements :
    • A professional law degree (L.L.B., J.D., L.L.M.) from a law school accredited by the American Bar Association; and
    • An active membership in good standing in a bar of a state, U.S. Territory, District of Columbia, or Commonwealth or Puerto Rico.
    In addition to meeting the basic requirements, applicants must meet the qualifications as stated below to qualify for the various grade levels.

    To qualify for the GS-12: Possess one year of specialized experience equivalent to the GS-11 in making factual findings and conducting legal research and analyses; presenting complicated information orally and in writing; reviewing and assessing information obtained from documents, witness interviews, and other sources to develop a full evidentiary record to resolve cases; and providing advice on sophisticated legal matters .

    To qualify for the GS-13: Possess one year of specialized experience equivalent to the GS-12 in making in-depth factual findings and conducting legal research and analysis; presenting complex information orally and in writing; reviewing and assessing information obtained from documents, witness interviews, and other sources to develop a complete evidentiary record to resolve cases; and providing sound advice on demanding legal matters.

    To qualify for the GS-14: Possess one year of specialized experience equivalent to the GS-13 in performing in-depth and complicated factual and legal research and analysis is with little supervision; presenting complex information orally and in writing legal documents on matters under
    consideration by federal agencies, attorney and private parties; reviewing and assessing information from documents, witness interviews and other sources to develop a robust evidentiary record to resolve cases and providing thorough and strategic advice on multifaceted legal matters.

    Applicants will be evaluated based on how well the qualifications as outlined are met. Applications will be rated based on the information provided in their resumes and supporting documentation to determine level of knowledge, skill and ability related to the job requirements.     You will be evaluated on the following knowledge, skills, abilities (KSAs) /competencies:

    • Knowledge of federal personnel laws, regulations and rules prohibiting retaliation and other unlawful conduct.
    • Knowledge of policies and procedures regarding the investigation, litigation and resolution of legal matters.
    • Ability to conduct research and analyze facts and law.
    • Ability to evaluate information from different sources and interviewing witnesses.
    • Oral and written communication skills.
