BASIC QUALIFICATIONS:
In order be eligible for the position of Statistician, (GS-1530-11/12/13), you must meet the following requirements...

BASIC EDUCATION REQUIREMENT:

A. Degree: that included 15 semester hours in statistics or in mathematics and statistics, provided at least 6 semester hours were in statistics, and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. (Must provide transcript(s) at the time of application submission).
OR
B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

MINIMUM QUALIFICATIONS REQUIREMENTS:
GS-11: Applicants must possess one year (52-weeks) of specialized experience, equivalent to at least the next lower grade level at the GS-9 level in the Federal service, that includes researching and analyzing data from clinical studies; and drafting summaries, reports and papers regarding statistical or clinical trial issues.
OR
Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
Have a combination of experience as described in "A" above and graduate education as described in "B" above. When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

GS-12: Applicants must possess one year (52-weeks) of specialized experience, equivalent to at least the next lower grade level at the GS-11 level in the Federal service, that includes reviewing statistical methods for the analysis of data, primarily from clinical studies; providing support for statistical studies; and analyzing information to recognize and evaluate factors in investigations to recommend solutions to challenges.

GS-13: Applicants must possess one year (52-weeks) of specialized experience, equivalent to at least the next lower grade level at the GS-12 level in the Federal service, that includes initiating, formulating, planning, and executing major clinical studies or continuing studies for an organization's primary research program or statistical project; providing direction on broad research, administrative or operational programs; and assessing technical regulations and guidelines for managing statistical work.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.

Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

All qualification requirements must be met by 11:59 pm (Eastern Time) on 03/29/2019. If, after reviewing your resume and/or supporting documentation, a determination is made that you have inflated your responses when compared to your background information, you may be deemed ineligible or your score may be adjusted to more accurately reflect your skills and abilities.

Foreign Education
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
