Pipe Layer Laborer III 
An Overview
A Pipe Layer performs varied laboring tasks, which involve the use of skills acquired by experience or on-the-job instruction, acts as lead worker, and substitutes for the labor Supervisor when required.  An employee in this class must be able to perform physical labor safely and efficiently.  Positions in this class differ from those in the class of laborer II because of the part-time supervision exercised, the lead worker activities performed, and/or the level of skilled work performed, i.e., sewer pipe repairs, catch basin repairs, pipe patches, manhole building and oversee excavations for this type of work.  Normally Pipe Layers work under the supervision in this class may supervise Equipment Operators I or II or laborers I or II when acting as lead worker or substituting for Labor Supervisor or Manager, and assume responsibility for the crew's safety and completion of assigned tasks.

The Opportunity

  • Participates in the construction and repair of manholes, catch basins, inlets and junction boxes;
  • Operates or assists in the operation of jack hammers, tampers, crew cabs, chain saws, spray machines, dump trucks with spreader and/or plow attachments, tractors;
  • Operates equipment during winter weather operations and other emergencies;
  • Maintains City rights-of-way;
  • Participates with sewer crew in the clearing of catch basins and inlets;
  • Assists the Labor Supervisor in recording man-hours, equipment, materials and costs to accomplish assigned tasks;
  • Leads the crew in the performance of their duties;
  • Ensures worksite safety, and responsible for crew safety policy compliance;
  • Provides tailgate training and instruction to crew to support standards and approaches to sewer maintenance issues; Provides on the job orientation, teaches new skills to staff and instructs on proper maintenance methods;
  • Repair/Inspect and removes debris and/or roots from sewer lines, cleans streambeds, culverts, and drainage ditches of natural and manmade debris;
  • Performs related work as required.
 
The ideal Candidate
To qualify for this position, all candidates must possess a High School Diploma or GED; three (3) years of experience in performing semi-skilled/skilled maintenance or construction tasks; and three (3) years of experience as a lead worker in any related trade; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.  Possession of a valid Commercial Driver's license
 
To be considered as an Ideal candidate, one should also possess a CDL with a tankers endorsement; Completion of vocational training or apprenticeship level courses in any trade related to sewer maintenance; thorough knowledge and experience in a variety of semi-skilled/skilled maintenance or construction tasks. Five (5) years of experience as a lead worker or crew leader in the maintenance and repairs to infrastructure; the ability to perform heavy manual labor and to lead subordinate crew in their assignments.
